Description
NASA/GRC plans to issue a Request for Quotation (RFQ) for the following items: ITEM 1. 32 LBS of SIC 3D WOVEN FIBER PREFORMS, UBE ZMI SIC 0.8K TOWS, 2.7" X 10.0"X 0.44" TRUSS CORE PANELS. ITEM 2. 1 EA. PREFORM DESIGN AND NON-RECURRING ENGINEERING FOR 2.7" X 10.0"X.44" TRUSS CORE PANELS. ITEM 3. 4 EA. WEAVE 3D FIBER PREFORMS, UBE ZMI 0.8 K TOWS, 2.7" X 10.0" X0.44" TRUSS CORE PANELS. ITEM 4. 8 EA. NOVELTEX BILLETS, PARTIALLY DENSIFIED, 4"X2"X1". This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from T.E.A.M. Inc., 147 Industrial Drive, P.O.Box 927, Slatersville, RI 02876-000, under the authority of 10 U.S.C. 2304(c)(1). The lack of competition is justified due to their unique capabilities to develop a prototype truss core fiber preform, their ability to meet NASA's aggressive testing schedule and prior history of delivering high quality woven 3-D structures. The ability to weave 3-D SiC fiber structures represents a unique capability in the textile industry. Weaving of the high modulus ceramic fibers requires adaptation of weaving equipment to limit fiber breakage and maintain uniformity of the fiber weave. T.E.A.M., Inc. has both the necessary equipment and experience to produce high quality woven 3-D ceramic fiber preforms. They are able to give NASA's task the highest priority which will allow completion of the woven fiber preforms within 10 weeks which will allow NASA to adhere to an accelerated development program. They have also displayed the flexibility in design and manufacturing capabilities whch are necessary to adapt their unique capabilities to the production of a prototype part such as the one requested by NASA. The Government intends to acquire commercial items using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 13, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
