- Under the authority of Federal Acquisition Regulation, Part 6, Subpart 6.302-1, the U.S. Department of the Interior, BIA, Office of Indian Education Programs (OIEP) intends to contract on a sole source basis the services of Sacred Power Corporation, 2401 12th Street NW, Ste 204-205; Albuquerque, NM 87104 to provide twelve (12) shelters that will be required to provide a passively heated and cooled communication shelter with an attached photovoltaic system with generator or similar redundancy for a hybrid power unit utilizing patented Cool Cell Technology, which will support the telecommunications program within the Bureau of Indian Affairs, Office of Law Enforcement Services (OLES) located in Albuquerque, NM. The OLES is required to implement in the field, Narrowband Project 25, two-way radio systems. The OLES telecommunication program has started the implementation of the two-way radio systems bureau wide. One critical requirement of the Project 25 two-way radio system is a durable, reliable, redundant 120VAC power source and a transportable, secure, and environmentally stable communications shelter to house the two-way radio infrastructure equipment. The proposed units must deliver a continuous true sine wave of alternating current to power the communications equipment that will be installed in the shelter. The units will be delivered to the 12 field locations throughout the United States. The new Project 25 radio equipment requires a stable platform to prevent the equipment from malfunctioning and putting officers at risk due to inoperable radio equipment. A requirement to provide the patented Cool Cell Technology is a company is required to have a license agreement. Sacred Power Corporation is the only current source to provide this patented Cool Cell Technology to Federal Agencies. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Only responsible Native American Indian /Alaska Native sources may submit a bid, which, if timely received, shall be considered by the agency. If no affirmative written response is received within 15 calendar days from the publication of this synopsis, a contract may be issued to the proposed contractor without further notice.
