- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-07.*** The associated North American Industrial Classification System (NAICS) code for this procurement is 421490 with a small business size standard of 500 employees. However this requirement is unrestricted and all interested Contractors may submit a quote. ***The National Institute of Standards and Technology (NIST) has a requirement for one (1) each, High Throughput Gradient Spray System, capable of spraying coatings, and extruding resins with compositional linear gradients. ******All interested vendors shall provide a quote for the following line item: Line Item 0001: High Throughput Gradient Spray System.******The following characteristics and specifications are required and shall be met. The system shall be able to: (1) Vary the mixing ratio from 1:1 up to 50:1, with an uncertainty of mixing of +/- 1%; (2) Have a minimum flow rate of 2 mL/min; (3) Have a maximum flow rate of 2000mL/min; (4) Vary the operating temperature from 40 to 125F; (5) Handle three fluids or resins; (6) Pump fluids with a minimum viscosity of 1 centipoise; (7) Pump fluids with a maximum viscosity of 100,000 centipoise; (8) Pump fluids with a smooth continuous flow from 5 ?3500 psi.; (9) Be computer controlled with a pumping system with pre-programmable gradient control; (10) Give continuous delivery of material in a pulse free manner; (11) Mix materials with the above range of viscosities to give a homogeneous coating; (12) Purge the material reservoirs with common industrial solvents and water; (13) Mix and extrude beads of resins; (14) Be expanded to mix up to 6 fluids or resins.******The Contractor shall provide a warranty coverage period of at least one (1) year for line item 0001. ******Delivery shall be FOB DESTINATION, and shall be made no later than 90 days after receipt of order. ******The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. ***Quotations will be evaluated in accordance with Federal Acquisition Regulation (FAR) Subpart 13.106-2 ? Evaluation of quotations or offers. Award will be made based on vendors? (A) Technical Capability; (B) Past Experience; (C) Past Performance; and (D) Price. Technical factors and Past Performance, when combined, are more important than Price.***Evaluation of Technical Capability will be based on the information provided in the quotation.***Evaluation of Past Performance will be conducted in accordance with Federal Acquisition Regulation (FAR) 52.212-1(b)(10). Past performance will be evaluated to determine overall product quality and service with respect to technical and administrative issues. Past Experience will be evaluated to determine the degree of vendors? experience in successfully providing comparable gradient spray systems for the types of applications described herein. Quoters shall provide a list of at least three (3) references, at NIST, Gaithersburg, MD, or other, to whom the same or similar equipment has been provided. The list of references should include: (a) the name of the reference point of contact; (b) the name of the company, organization or agency; (c) the telephone number of the point of contact; (d) the date product(s) was/were provided; and (e) purchase order or contract number relevant to purchase. The Government will base its evaluation on information obtained from references provided and/or from other sources available to the Government.******The Government anticipates awarding one purchase order resulting from this combined synopsis/solicitation to the responsible vendor whose quotation, conforming to this synopsis/solicitation, will offer the BEST VALUE to the Government, price and other factors considered.******The following provisions apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items. ******The following clauses apply to this acquisition: 52.212-4 Contract Terms and Conditions?Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items including subparagraphs: (11) 52.222-21, Prohibition of Segregated Facilities; (12) 52.222-26, Equal Opportunity; (13) 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; (14) 52.222-36, Affirmative Action for Workers with Disabilities; (15) 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; (16) 52.222-19 Child Labor ?
