Description

The Naval Air Warfare Center Weapons Division, China Lake, CA intends to procure on an other than full & open competition basis, eight video cameras, Sony model number DXC-950 Compact 3 CCD Color Video Camera and eight Fujinon model number S19X6.5BMD 1/2-Inch Lenses. This requirement is a sole source for Sony model cameras and Fujinon model lenses in order to achieve compatibility and interchangeability among units being procured while conforming in form, fit and function to units that are currently in inventory. The cameras and lenses need to be directly interchangeable with existing equipment. The videos and accompanying lenses are required fixed scoring and documentary video test support capability on the China Lake north ranges. The video cameras are used to capture video imagery of range test events. This announcement is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N68936-02-T-0229 is issued as a Request for Quote (RFQ). The solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2002-03. All offerors shall submit proposals in writing to Commander, Attn: Barbara J. Hall, Code 220000D, Bldg 000982, Naval Air Warfare Center Weapons Division, China Lake, CA 93555-6100 by 1400 local time 22 August 2002. The NAICS Code is 334310 and the Size Standard is 750 employees for this procurement. The purchase order has a DPAS rating of DO. The resulting purchase order will be a Firm-Fixed Price (FFP) type contract for eight (8) each Sony model number DXC-950 Compact 3 CCD Video Camera and eight (8) Fujinon Model Number S19X6.5BMD 1/2-Inch Lenses. Offerors shall submit unit prices for CLIN 0001: Eight (8) each Sony model number DXC-950 Compact 3 CCD Video Camera and CLIN 0002: Eight (8) Fujinon Model Number S19X6.5BMD 1/2-Inch Lenses. Packaging and marking shall be in accordance with commercial practices. Inspection and Acceptance shall be at Destination. Delivery shall be FOB Destination in accordance with FAR Clause 52.247-34. Place of Delivery shall be the Naval Air Warfare Center Weapons Division, China Lake, CA 93555-6100. Time of Delivery shall be in accordance with 52.211-8 and shall be no later than 20 September 2002. The following clauses/provisions also apply: 52.204-6, Data Universal Numbering System (DUNS) Number (Apr 1998); 52.212-1, Instructions to Offerors-Commercial Items (Sep 1999); 52.212-2, Evaluation-Commercial Items (Jan 1999) (Award will be based on lowest technically acceptable offer from a responsible source); 52.212-3, Offeror Representations and Certifications-Commercial Items (Feb 2000) (Offerors shall include a completed copy of this provision with proposal); 52.212-4, Contract Terms and Conditions-Commercial Items (May 1999); 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (5/2001); 52.242-15, Stop-Work Order (Aug 1989); 52.232-36 Payment by Third Party (the Contractor shall accept Government Purchase Card as payment method); 52.233-2, Service of Protest (Aug 1996) (fill-in: Mary Jacobs, Code 220000D, Naval Air Warfare Center Weapons Division, China Lake, CA 93555-Any firms believing that they can provide the cameras/lenses may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice, clearly showing its ability to do so without compromising the quality, accuracy and reliability of the cameras/lenses or without causing programmatic hardship to the program.
