- NASA/DFRC plans to issue a Blanket Purchase Agreement (BPA) to the Scaled Composites Company, Mojave, CA for commercial "wet" leasing of the Scaled Composite's Proteus high-altitude, long-duration, aircraft for use as a sensing platform in support of various NASA projects or missions such as instrument development and scientific applications experiments with specific research goals and objectives. These services will be provided through a "Call Order" type arrangement. Objective: The contractor shall be tasked by NASA with flight missions as needed and shall work directly with research teams to integrate and fly the scientific payload(s). The contractor will fly the scientific payloads(s) as necessary to achieve the research objectives within the limits of call order schedules and flight-hour budgets as approved under the individual call orders issued by the Contracting Officer. Flights in support of these mission/tasks will be NASA-sponsored and approved, however, instrumentation, hardware and materials may be owned by NASA, university, industry or other government agencies and operated by their respective personnel. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/DFRC intends to procure the Proteus Aircraft services directly from the Scaled Composites Company, Mojave, CA. The authority for other than full and open competition is 10 U.S.C. 2304(c)(1) "Only one responsible source and no other supplies or services will satisfy agency requirements". Justification is based upon Scaled composites unique and proprietary capabilities to provide the required services involving the Proteus aircraft. The Proteus is a one-of-a-kind vehicle that was designed and manufactured by Scaled Composites. The Proteus is the only existing aircraft that offers the payload, performance and endurance capabilities necessary to meet the requirements of the High Altitude Airborne Science Program. Award to any other sources would result in failure to meet the Agency's requirements The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 22, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
