Description
DESC: This is a combined synopsis/solicitation for a HIGH TEMPERATURE AUTO SAMPLING REACTOR SYSTEM.. This announcement constitutes the only solicitation; proposals are being requested and a writted solicitation will not be issued. The solicitation number for this procurement is DE-RQ26-02NT20703 and is being issued as a Request for Quotation (RFQ) under full and open competition. This RFQ is issued in accordance with FAR Part 13. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The High Temp Auto Sampling Reactor System must meets or exceed the following specifications: SPECIFICATIONS: 1. The reactor system shall posses the ability to introduce five different feeds into the reactor. 2. The reactor system shall possess the ability to vaporize/pre-mix the feed up to 250 degrees C before entering into the reactor. Heat trace of feed lines should be avoided because it does not provide uniform heating. 3. The reactor system shall contain a fixed-bed reactor (PFR) with downward flow. The reactor shall posses the capability to reach a maximum temperature of 982 degrees C at 80 psig and 600 C at 400 psig. 4. The vendor shall supply two reactor vessels of 5 ml and 20 ml. 5. The reactor system shall posses the ability to control the reactor temperature via thermocouples located on the outer wall of the reactor as well as in the center of the catalyst bed. A single zone heater is preferred for reactor heating. 6. The reactor system shall posses an eight-port tow-position valve just before the reactor vessel to by-pass the feed for analytical sampling or to introduce some inert gas into the reactor during regeneration of the catalyst. 7. The reactor system shall also posses an additional eight-port two-position valve right after the reactor to transfer the gas products to an NETL-supplied mass spectroscopy. 8. Loading and unloading of the catalyst shall be easy for routine operation. 9. Back-pressure regulator (operates at 250 degrees C) is desired, in between reactor outlet and gas-liquid separator to maintain the reactor pressure, in addition to a pressure transducer. 10. The reactor system shall posses the ability to keep the reactor effluent in the vapor phase at 250 degrees C until the gas-liquid separator (provided by the NETL). Again, heat trace of product lines should be avoided because it does not provide uniform heating. 11. All peripherals such as vaporizer/mixer, two valves, back pressure regulator shall be mounted in an isothermal oven to keep a uniform temperature of 250 C around the. 12. The reactor system shall have communication ports (RS 232) compatible with NETL's control system. 10. Power requirement for the reactor system shall be 208-Volt compatible. 11. The reactor system shall be compact [110 cm wide x 85 cm tall x 35 cm deep]. 12. The reactor system assembly and mounting shall be simple. 13. The vendor shall be a certified ISO 9001 manufacture. 14. The vendor shall supply details of its normal commercial warranty. 15. The price of the automated catalyst characterization unit shall include the initial installation and testing by vendor and travel costs associated with the installation. Installation shall be at the U.S. Department of Energy, National Energy Technology Laboratory, 3610 Collins Ferry Road, Morgantown, WV 26507. Two copies of the operations manuals will also be necessary. 16. Onsite installation and training shall be provided at the installation site, Morgantown, WV. END OF SPECIFICATIONS. The quoters shall state in their quotation their business size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Quotations for the item described above may be mailed or faxed to the identified point of contact the date/time specified and include, solicitation number, FOB destination terms, warranty duration, taxpayer identification number (TIN), Dun and Bradstreet Number (DUN), discount/payment terms identification of any special terms, and be signed by an authorized company representative. Selection and award will be made to the lowest priced, technically acceptable quoter. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement. It is critical that offerors provide adequate detail to allow evaluation of the their offer. All offers must be received by August 22, 2002. A firm fixed priced purchase order will be issued.
