Description
The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS), Division of Special Programs, Populations & Projects (DSPPP), through the Program Support Center (PSC) plans to award a twelve month sole source simplified acquisition to Oliver Sack, M.D., 2 Horatio Street, 3G, New York, New York 10014. The anticipated date is September 01, 2002. The purpose of this requirement is to have the Contractor develop one or more ?portraits? that convey the potential for resilience adaptation among persons who have schizophrenia. The contractor must have a knowledge of neurology, biochemistry, the influence of social and cultural issues in mental illnesses and in resilient adaptation to these illnesses, the human condition, and individual and family characteristics, along with strong narrative powers to describe the lives of persons with severe mental illnesses who adapt and function well. Understanding the complex medical and psychosocial literature on schizophrenia and having the ability to discuss the relevant materials from the perspective of coping, strengths, resilience, and adaptation will be necessary to complete this contract. The proposed simplified acquisition action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. interested persons may identify their interest and capability to respond to the requirement or submit capability statement within ten (10) Days after the date of publication of the notice. A determination by the government not to compete this proposed simplified acquisitions based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
