Description
ALL-OR-NONE. BRAND NAME OR EQUAL. MUST MEET ALL SPECIFICATIONS. SPECIFICATIONS REQUIRED. F.O.B. DESTINATION. LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA). REQUIRED DELIVERY: SEPTEMBER 1, 2002. All responsible small businesses may submit a quote which if timely received shall be considered by the agency. USE UPLOADED SOLICITATION. Deadline is 09:00am, August 10, 2002. Vendors shall fax quote by the deadline to P.O.C. Vendors shall call to confirm receipt after faxing quote. No questions shall be accepted after 03:00p.m. (EDT) August 9, 2002. SPECIFICATIONS: Alarm Features: The CO alarm must have the following features: 1) It must be rated EXCELLENT in low and high CO level sensing categories rated in the most recent evaluation by Consumer Reports. 2) Must run on battery. 3) Must have a digital display that does not display any numbers until CO reaches at least 30 ppm. Emit at 85 decibels an audible alarm using 4 beep, 5 seconds of silence, 4 beep sequence. 4) Must have a test reset button to test electronics and silence the alarm. 5) Must have an indicator to show when battery power is low or when the unit is experiencing problems. 6) Must have an electrochemical sensor and operate over a wide range of humidity. 7) Must come with batteries and owners manual that explains the installation and operational features. 8) Vendor must supply an electronic copy of the owner's manual or provide permission to scan the manual for customization and reprinting into a State document for distribution to posts (Embassies) worldwide. State will develop this. 9) Alarm warranty must be at least 5 years. 10) The alarm must comply with Underwriter's Laboratories Inc. (UL) standard 2034. 11) Must be able to be shipped via commerical airline and not violate International Air Transport regulations. PACKING, INVENTORY AND SHIPMENT 12) The vendor must be able maintain inventory of the awarded amount of alarms in their facility and ship as requested by traceable method to SA-32T or other US addresses in quantities instructed by the SHEM office. SHEM will periodically contact the vendor until all the alarms on the award have been depleted. Each order can vary from a few alarms to over one hundred. SA-32T will ship the boxed alarms to each post overseas. The vendor will pack each order for each post, label the outer box(es) with the post addresses provided by SHEM. Boxes must not exceed 24"x15"x11". SHIPPING INFORMATION. The Department of State, Office of Safety Health and Environmental Management (SHEM) will order a set number of alarms from the vendor. These alarms will be sent to various posts around the world. SHEM will notify the vendor of the post and the exact number of alarms to be shipped (varying from a few alarms to over one hundred). The vendor will affix a label to each shipping package (which may contain numerous alarms) meant for a particular post with the address supplied by SHEM after the order has been awarded to the vendor. SHEM will contact the vendor at various times during the award period requesting orders to be shipped to various posts until the order quantity has been depleted. The vendor will ship the individually labeled packages to the DIPLOMATIC POUCH TEMPORARY FACILITY (SA-32T) at 101 INTERNATIONAL DRIVE, STERLING, VIRGINIA 20166. Packages (boxes) may not exceed 24"x15"x11" and may contain as many alarms that will fit into the package. Each package shipped to SA-32T must be trackable to ensure delivery to SA-32T and to provide proof of delivery to SHEM upon request. Once accepted at SA-32T, the Department of State will be responsible for shipping the individually labeled boxes to the various posts according to the labels affixed to the box. SA-32T receiving hours are from 7 AM - 3:30 PM Monday through Friday.
