Description
The solicitation will be available online at www.FedBizOpps.gov and on our regional website at www.pn.usbr.gov/contracts/service, on or about August 26, 2002. To be included on the offeror list, interested offerors must register on our website www.pn.usbr.gov/contracts/service. Telephone requests for the solicitation will not be accepted. We reserve the right to issue the solicitation on paper or CD-Rom if it becomes necessary, and if you are registered at our local website, you will be notified by email. The applicable North American Industry Classification System (NAICS) is 621330. The Bureau of Reclamation, Pacific Northwest Regional Office, provides acquisition/administrative support services for the Dept of Labor's Centennial Job Corps Center in Nampa, Idaho. The Center has a requirement for psychological counseling services for approximately 300 students enrolled at the Center. Mental health care providers performing services must be licensed in the state of Idaho. The mental health professional's requirement is to provide 3 hours/100 students/week. This is the minimum required level of mental health coverage by a qualified professional. Of the minimum required coverage, 1 hour must be used for staff training, development, and consultation; 1 hour must be used to provide clinical services to students; and 1 hour must be used to support the center's TEAP (Trainee Employee Assistance Program). Except for emergencies or consults by a psychiatrist, all clinical services must be provided on Center. The contractor must also have available, or make arrangements to have available, facilities within the local commuting area of Nampa, ID for 24 hour on-call emergency services. Reclamation intends to award one fixed-price contract. The period of performance shall be for one year beginning approximately November 2002, through October 2003, with four option years to renew. These services will be purchased in accordance with FAR Part 15. Any award will be based on the best value to the Government. This requirement is NOT SET-ASIDE. We will evaluate past performance, experience, and price and price related factors to determine the best value. These factors are subject to change and the offerors will need to review sections L and M of the solicitation when the solicitation is issued. See numbered note 26.
