- NASA/MSFC plans to issue a Request for Quotation (RFQ) for Phase Cam Modification per the Statement of Work below. The contractor shall perform the following tasks: Modify the MSFC?s PhaseCam to accommodate faster divergers. The modified PhaseCam shall retain its original capabilities with improved or original performance specifications. The contractor shall perform the following: 1. After receiving the PhaseCam from MSFC, perform and record system baseline performance test with a flat or sphere with optical quality better than 1/20 wave P-V. 2. Design internal relay optics to accommodate faster divergers (f/1 or faster) with minimal impact to existing PhaseCam exterior envelope. The pupil of the mirror or optics under test imaged by the modified divergers shall fall between 0 - 100 mm in front of the front flange of the modified PhaseCam. 3. Modify PhaseCam with internal relay optics with no degradation to its existing measurement performance and accuracy. 4. f/5 diverger lens for the modified PhaseCam. 5. Modify existing f/9 and f/33 divergers to new style mount. 6. PhaseCam software and hardware upgrade. In addition to the new PhaseCam software, the new PC shall retain all previous measurement data and Intelliwave capabilities. 7. Perform and record calibration and acceptance test at 4DTC with reference flat or sphere used during baseline calibration. 8. Perform and record calibration and acceptance test of the three modified divergers. 9. Ship modified PhaseCam system, user manual, acceptance test procedure and report to MSFC before Oct 15, 2002. 10. Provide 2 days of acceptance testing and training at MSFC no later than 2 weeks after delivery. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items from 4D Technology Corporation, per FAR 13.106. 4D Technology Corporation designed and manufactured the Phase Cam interferometer to MSFC's specifications. 4D Technology Corporation has the knowledge necessary to modify the Phase Cam to enhance it's capability by adding internal relay lenses to accept faster imaging optics. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on COB August 20, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
