- NASA/GSFC plans to issue a Request for Quotation (RFQ) for service/maintenance agreement on the Metasys Utility System at GSFC. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Johnson Controls, Inc. on a sole source basis per the Authority of 10U.S.C.2304(c). Johnson Controls' Metasys Direct Digital control System is used by Goddard Space Flight Center to monitor, control, and maintain the Center's heating, ventilating and air conditioning and Central Power Plant equipment. This software is proprietary. The Software Subscription Service shall provide and install system upgrades to twelve Operator Workstations. All revisions and upgrades shall be compatible with the existing Metasys database at Goddard Space Flight Center. If not compatible, the contractor shall provide conversions to make compatible. Provide service to the Network Control Units/N1, which shall include on a scheduled basis checking of LED to verify proper DC power levels, check N1, N2 and L2 trunks to check for Error Code indications. The contractor shall also check the voltage levels of the NCU battery sub-module, and cycle NCU power to initiate self-test diagnostics. The contractor shall remove excessive dust from heat sink surfaces, and verify the proper operation of critical control processes and point associated with this unit and make necessary adjustments. Provide Network Analysis for each Operator Workstation and Network Control Unit. The contractor shall perform tasks to verify suspected communications or network problems, and evaluate the impact on network performance of various configuration options. Provide scheduled service on the Metasys Operator Workstations, which shall include review of critical, follow-up, off-line override, disabled, and lockout status indications. The contractor shall on a scheduled basis check monitor, clean read-write heads, cycle power and note any unusual motor/bearing noise. The contractor also shall Save/Copy Metasys workstation Data Base, including custom graphics and resident NCU archive databases. The contractor shall administer other preventative maintenance procedures such as cleaning, lubricating, and alignments as necessary. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local time on August 15, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency. An Ombudsman has been appointed.
