Description

The National Science Foundation (NSF) intends to award a follow-on, sole source fixed price purchase order to Harbor Lane Associates (HLA), P.O. Box 40111 Washington, DC 20016 to conduct critical data security data security compliance inspections of NSF restricted data sites using its proprietary software, Dataware 2.0, as previously modified for NSF. Work to be performed under this contract will provide data security support services for the NSF/Division of Science Resources Statistics (SRS). Using automated inspection system outputs from existing historical databases, HLA will perform a detailed comparative analysis of inspection data. HLA will complete data security compliance inspections with a minimum of disruption to NSF operations, information systems and personnel. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The anticipated contract will have an estimated period of performance of 12 months, with four option years. HLA is uniquely qualified to perform the data security compliance inspections having previously modified their proprietary commercial software to meet the needs of NSF, and as the current security services contractor in this area, has current and detailed knowledge of NSF operations.
