- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-027-4384-02 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 01-07. Procurement will be set aside for small business. The NAICS code applicable to this acquisition is 334516. For a company to qualify as a small business, the small business size standard is 500 employees The government anticipates award of a contract resulting from this solicitation to the responsible offeror whose offer conforming to the required specifications will yield the best value to the Government, price and price related factors considered. USDA, ARS has a need for an automated discrete chemical analyzer. The system will be used for the automated analysis of plant and water samples for nitrate, nitrite, ammonia, TKN, ortho-phosphate, TKP, alkalinity, chloride, chlorine, fluoride, hardness, sulfate, and sulfide (complete list below). Specifications:1. The system must use discrete colormetric analysis (i.e., each sample is reacted in it?s own unique cuvette/vessel). Continuous flow or flow injection is not an acceptable alternative. 2. The system must use a computer controlled (i.e., not manually controlled) filter wheel with at least the following wavelengths; 460, 480, 510, 520, 550, 630, 660, and 880 nm. 3.A reagent container must provide enough reagent for at least 200 tests. 4.The system must have a cuvette wash station, allowing for continuous operation or hold at least 200 cuvettes.5.The system software must be compatible with Windows 95/98/ME/2000/XP. 6.The system should provide developed methods for/should be able to run the following: PA 350.1 Automated Phenate for Ammonia in water, EPA 350.2 Manual Method for Ammonia in water, EPA 213.3 for Boron in water, EPA 410.4 for Chemical Oxygen Demand, EPA 325.1 Automated Ferricyanide for Chloride, EPA 330.5 Manual DPD for Chlorine, Total residual, EPA 335.1 Manual Post Distillation for Cyanide, Amenable, EPA 335.2 Manual Post Distillation for Cyanide, Total EPA 340.3 Automated Colorimetric Complexone, for Fluoride, EPA 340.1 Manual Colorimetric SPADNS, for total Fluoride, EPA 130.1 Automated EDTA, for Hardness, EPA 353.2 Automated Cadmium for Nitrate and Nitrite by Cd reduction, EPA 353.1 Automated Hydrazine for Nitrate and Nitrite by hydrazine, EPA 354.1 Manual for Nitrite, EPA 351.1 Automated Phenate for Nitrogen TKN, EPA 351.2 Automated for Nitrogen TKN, EPA 351.3 Manual for Nitrogen TKNEPA 420.1 Manual 4-AAP for Phenol, EPA 420.2 Automated 4-AAP for Phenol, EPA 365.1 Automated Ascorbic Acid for ortho-phosphate, EPA 365.2 Manual Single Reagent for ortho-phosphate, EPA 365.3 Manual Two Reagent for ortho-phosphate, EPA 365.2 Manual Single Reagent, persulfate digest for total phosphorous, EPA 365.1 Automated Ascorbic Acid for phosphorous, TKN, EPA 365.4 Automated for phosphorous, TKN, EPA 370.1 Manual for dissolved Silica in water, EPA 375.1 Automated colorimetric chloranilate for sulfate EPA 375.4 Manual Turbidimetric for sulfate, EPA 376.2 Manual Methylene Blue for sulfide. 7.The system must be able to run at least four chemistries at one time without any user intervention. 8.The system must perform an auto dilution of any sample that is off scale (up to 100X dilution).9.The system must have an optional Ion Specific Electrode PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. Vendors may meet this requirement by acceptance of government purchase card or providing a Vendor Express Number. If a company has not previously enrolled in the Vendor Express Program with USDA, they should call the National Finance Center at 1-800-421-0323 for an enrollment package. All offers must include with their quotation a completed copy of FAR 52.212-3, Offerors Representations and Certifications - Commercial Items. The following FAR clauses apply: Data Universal Numbering System (DUNS) Number, 52.204-6; Instructions to Offerors-Commercial Items, 52.212-1; Evaluation of Commercial Items awarded to a responsive/responsible offeror at a fair and reasonable price, 52.212-2; Offeror Representations and Certifications-Commercial Items, 52-212-3; Contract Terms and Conditions-Commercial Items, 52.212-4.
