- Description
- This is a combined synopsis/notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI2085and is being issued as a Notice of Intent. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 01-08. This acquisition will be processed under Simplified Acquisition Procedures and is not a small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is 325414 and the small business size standard is 500 employees. The National Institute of Allergy and Infectious Diseases intends to procure testing services with the University of Maryland Greenbaum Cancer Center for non-human primates as part of a pre-clinical research of hematopoietic stem cell gene therapy. This service will be used to test some important methods of the gene transfer program, which is a critical phase of patient studies. This service/work relates to research collaboration with the University of Maryland Greenbaum Cancer Center for the development of gene therapy for immune disorders. This achievement can only be obtained from blood cells delivered from treated animals from the same facility as previous and on-going studies. The University of Maryland Greenbaum Cancer Center has the personnel that have the specialized expertise in the harvest of mobilized peripheral blood stem cells from rhesus monkeys using aphaeresis and bone marrow transplantation in rhesus monkeys. The contractor is to provide all the necessary services, qualified personnel, materials, equipment, facilities, animals, quarantine housing, study housing to perform specialized testing including administration of hemotherapeutic growth factors, peripheral blood aphaeresis, administration of chemotherapeutic agents or total body irradiation, bone marrow aspiration, performance of post-mortem examinations, collection and transfusion of blood products or gene transduced stem cells and arrange for transport of blood products from their facility to the Clinical Center at the NIH. The contractor is to be AAALAC accredited. The services are to include the following. 1) Special subsets of rhesus monkey blood quantity of 4. 2) Quarantine of up to 6 animals for a period of 70 days. 3) Regular housing of animals for 90 days of study. 4) Regular housing of animals for 295 days of study. 5) Aphaeresis, irradiation, chemo, flow, preclinical support quantity of 4. 6) Technical Support quantity of 1. The performance period of this service is September 1, 2002 through June 22, 2003.Freight On Board (FOB) Point shall be Destination, Bethesda, Maryland 20892. This will be a fixed-price contract.
