- Description
- The Substance Abuse and Mental Health Service Administration, Center for Substance Abuse Treatment (CSAT), Office Quality Improvement and Financing, (OQIF), through the Program Support Center plans to award a twelve month Sole Source Simplified Acquisition to the Joint Commission on the Accreditation of Healthcare Organization (JCAHO), One Renaissance Boulevard, Oakbrook Terrace, IL 60181. The Period of Performance is twelve months from time of award. The objectives of this project are to support secondary analyses of JCAHO's ORYX data and accreditation information for the purpose of testing the feasibility of creating a common, objective set of measures of health care quality for mental health and substance abuse services. The results of this project will provide SAMHSA-funded programs and the larger health care delivery system with measures of access, appropriateness, and outcomes of behavioral health care services that they can use to improve accountability and quality. This project shall: 1.) Analyze and report on mental health and substance abuse services performance measures from the ORYX data sets submitted by hospitals and community facilities accredited by JCAHO; 2.) Categorize performance measures selected by behavioral health care organizations by topic areas, such as suicides, readmissions, behavioral related symptom reduction; assess the frequency of those selections; and analyze commonalities in measure specification and measure performance by topic area. 3.) Assess the overall and relative performance of organizations on selected measures to determine the feasibility of establishing benchmarks or performance expectations; 4.) Assess the relationship between organizations? performance on accreditation standards and performance on objective ORYX measures; 5). Assess the feasibility of identifying and implementing core measures for behavioral healthcare; 6. ) Work closely with Substance Abuse Mental Health Services Administration, (SAMHSA), the National Committee for Quality Assurance ( NCQA), other accreditation organizations, managed care organizations, providers and consumer groups towards the release of a consensus measurement set for behavioral health, consistent with the framework agreed at the Carter Center Forum and the ACMHA/Accreditation Organizations, and the consensus AMA/JCAHO/NCQA diabetes measure sets. The Proposed Simplified Acquisition Action Is for Supplies and Services for Which the Government Intends to Solicit and Negotiate with Only One Source under Authority of Far 6.302. Interested Persons May Identify Their Interest and Capability to Respond to the Requirement Or Submit Capability Statement Within 9 Days after the Date of Publication of the Notice. A Determination by the Government Not to Compete this Proposed Simplified Acquisitions Based upon Responses to this Notice Is Solely Within the Discretion of The Government.
