- The U.S. Coast Guard intends to procure services to convert the Preparedness Measurement Instrument (PMI) from a Microsoft Excel program to a more user friendly Microsoft Access program. The PMI was developed as a means for Marine Safety Offices to measure the ability of their local response communities to manage a worst case discharge of oil. This notice is a combined synopsis/solicitation for commercial services in accordance with Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, please read this entire notice, the instructions herein, and the attachment documents carefully. This acquisition will be made on an Small Business Set-Aside basis. NAICS: 541512 Size Standard: $21.0 SCOPE: (See attached) HOW TO RESPOND: In order to compete for this project, interested parties must submit a proposal. Offerors must submit the proposal via fax or e-mail, by August 14, 2002, to Weston Sythoff, USCG Headquarters Support Command, Code A-3, Room B411, 2100 Second St. SW, Washington, DC 20593. Electronic transmissions to wsythoff@comdt.uscg.mil are encouraged and must be timely. Proposal Evaluation Criteria: (1) Technical Factors (2) Past Performance (3) Price and price related factors (Firm-Fixed Price). This will be a Best-Value award determination. Price will be a factor, but technical factors are far more important. The following Federal Acquisition Regulations clauses are incorporated by reference: FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Aug 00), 52.212-4 (Aug 00). 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items (Aug 00) is attached.
