Description
NA This requirement is offered as a request for industry comment and as a sources sought announcement. If you are interested in submitting a proposal on any subsequent solicitation, we request that you send us a notice of your interest either by email or oth er means to the address below. Your comments should address specific questions below, but we also wish an overall feasibility of this project to be a NO-COST contract. (1) Based on requirements and distribution in the stand-alone Statement of Work, suggest how income from advertising sales would allow operation as a profitable business venture? (2) Based on the requirement, how could this newspaper be formatted to produce a vital command-information tool but yet publishing a newspaper of high-interest to military soldiers and their families? (3) What changes, if any, could be made to the method of distribution to achieve the highest circulation possible? (4) Is a revision/reformatting of the Statement of Work needed to better solicit the requirement? If so, how could this be achieved? (5) What type of advertising could be solicited in order to increase readership of military members and their families but yet compatible with Department of Army Regulation AR360-81? SCOPE: The Contractor shall provide all personnel, equipment, labor, supplies, tools, materials, supervision and any other resource necessary to electronically receive, print and distribute a weekly civilian enterprise newspaper for United States Forc es, Korea (USFK) specifically in accordance with the following requirements as stated below. APPLICABLE DOCUMENTS: AR 360-1 3. INTRODUCTION: 3.1. The Contractor will electronically receive, print and distribute weekly issues of THE COMMAND INFORMATION NEWSPAPER, which will be tabloid 15 and ? inches in height (375 mm) by 10 and 5/8 inches in width (253mm). Exceptions: (1) no issues of THE CO MMAND INFORMATION NEWSPAPER will be printed during the weeks in which New Year (January 1), Lunar New Year, Chusok and Christmas take place; (2) four special editions will be published each year, to coincide with major training exercises. 3.2. Print and distribution quantities. 3.2.1 The print and distribution quantity of THE COMMAND INFORMATION NEWSPAPER will begin at 12,500 copies per week. 3.2.2. When necessitated by significant changes in theater operations, or increases or decreases of personnel with 19th TSC installations, the COR will direct the Contractor to increase or decrease distribution to specific locations. 3.2.3. The Government can increase the number of weekly issues to be printed and distributed, up to total of 24,000 copies, at no cost to the Government. The Government will notify the contractor 90 days in advance before the Government requires 24,000 cop ies. 3.3. Distribution of THE COMMAND INFORMATION NEWSPAPER will be in accordance with the Distribution Schedule. The number of distribution points and newspaper quantities to be delivered at each point will be determined by the COR based upon the weekly distr ibution and pick-up reports, which will be provide by the Contractor to the COR on a weekly basis. 4. REQUIREMENTS: 4.1.1. The Contractor will give the Contract Manager full authority to at on its behalf, on all contract matters relating to daily operation of this contract. The name of this person and an alternate (1), who shall act for the Contractor when the manager is absent, shall be designated in writing to the Contracting Officer Representative (COR), within fifteen (15) days after contract award. 4.1.1.1 The Contract Manager or alternate shall have full authority to act for the Contractor on all contract matters relati ng to daily operation of this contract. 4.1.1.2. The Contract Manager or alternate shall be available for discussions with the COR during normal duty hours upon request to assist in the planning, coordination and production of the newspaper. 4.1.1.3. The Contract Manager and alternate(s) must be able to fluently read, write, speak and understand English, as well as have working knowledge of electronic and digital publication techniques. 4.1.2. Off-duty Employment. The Contractor (Printer) shall not employ in performance of this licensing agreement any Department of Defense active duty military personnel or civilian employees. 4.2. Equipment. The Contractor shall provide all necessary computers, computer drives, and program software for the receiving of digital files from the COR. 4.3.1. Pages. The size of one page of the tabloid publication shall be 15 and ? inches in height (375 mm) by 10 and 5/8 inches in width (253mm) THE COMMAND INFORMATION NEWSPAPER shall consist of not less than twenty-four (24) pages and not more than thir ty-two (32) pages. Page increases will be made in increments of eight, and will be at the discretion of the Contracting Officer and the COR. Contractor (printer) will be given no less than two weeks advance notice of the Contracting Officer and the COR's intent to fluctuate page quantities. 4.3.2. Paper Stock. THE COMMAND INFORMATION NEWSPAPER will be printed on paper stock of no less than forty- (40) pound newsprint. 4.3.3.1. The front page of THE COMMAND INFORMATION NEWSPAPER shall be in full color, with spot color for the flag, billboards, screens and other graphic elements. 4.3.3.2. The Contractor shall provide the COR with the opportunity to run a four-color, processed color separation photos on the front page every week, and four-color, processed color separation photos on the center-fold pages of each special edition. 4.3.4.1. English-print and Hangul-print Layout. The COR shall make available to the Contractor via FTP, digital PDF and PMD files ready for print, and digital images in jpeg, gif, or tiff, format for electronic download. The Contractor shall maintain the capability to download or receive digital images to produce English and Hangul version camera-ready pages from Aldus PageMaker files and produce photo quality prints from digital images in the event of equipment failure or other emergencies during product ion of THE COMMAND INFORMATION NEWSPAPER. 4.3.5. Special Supplements. The Contractor shall provide to the COR two special newspaper supplements per year, with articles written and supplied by the COR to the contractor. The page number and size of such special supplements shall be at the discret ion of the COR. The terms and conditions of this contract shall apply to such special supplements. Additional costs, if any, involved with Special Supplement publications shall be the sole burden of the Contractor. Advance notice for publication of these special supplements shall be given to the Contractor in writing no less than two (2) months prior to scheduled publication. 4.3.6. Special Editions. Four yearly special editions of THE COMMAND INFORMATION NEWSPAPER may be published either in addition to or in lieu of the weekly edition of the newspaper as determined by the COR. The size and content of such special edition s hall be subject to the Terms and conditions of this contract. Additional costs, if any, involved with special edition publications shall be the sole burden of the Contractor. Advance notice for publication of these Special Editions shall be given to the C ontractor in writing no less than two (2) months before scheduled publication. 4.4. Government-provided news stands. The Government has provided news stands at each distribution point of THE COMMAND INFORMATION NEWSPAPER. Newsstands will remain the property of the Government. The Contractor agrees to report any removed, damaged, destroyed, or lost newsstan ds to the COR upon discovery. Newsstands shall be labeled with the name of THE COMMAND INFORMATION NEWSPAPER. Locations of the newsstands will be designated in the distribution schedule. Relocation of newsstands to comply with future changes in the distr ibution schedule will be the responsibility of the Contractor. 46.1. Ad-to-Copy Ratio. 4.6.1.1. Ad-to-editorial copy ratio shall not be larger than sixty- (60) percent advertising to forty (40) percent editorial per single issue. Four (4) issues during the year may have a maximum of seventy- (70) percent advertising to thirty (30) percent editorial, which will be jointly agreed upon. Ad-to-editorial ratio shall average fifty- (50) percent advertising to fifty (50) percent editorial over the term of the contract. 4.6.1.2 Fifty- percent (50) of the page space utilized to print information provided by USFK Morale Welfare and Recreation or the American Forces Korea Network will be considered advertisement pages. The remaining fifty percent (50) of those pages will be considered editorial space and will count accordingly against the ad-to-copy ratio. 4.6.1.3. Any advertising inserts or advertising supplements will not count in the ad-to-copy ratio as advertising. However, the Contractor shall not include or distribute such supplements or inserts without the COR's approval on a case-by-case basis. 4.6.1.4. Contractor shall keep a minimum of five pages free of advertising unless otherwise mutually agreed to by the COR and Contractor at a minimum of one week prior to that issue?s scheduled publication. These ad free pages will include the front cove r (page 1) and four content pages. A basic pagination will be used to facilitate layout planning. Special Issues will follow the same pattern with the exception that the two facing center pages (double-truck) will be free of advertising, and printed in fu ll color. 4.6.2. Quality of Advertising: The Contractor shall have all advertisements reviewed and approved by the COR prior to publication. The COR shall notify the Contractor in writing of advertisement approval within 24 hours of receipt. The Contractor agrees to accept for consideration only those advertisements which are in conformance with the principles of good taste as generally accepted by the community. The Contractor shall not accept, forward for approval, or publish advertising of an objectionable or o bscene nature, or which reflects adversely upon the Government of the United States, or any of its components; or allies. In instances where advertisement materials submitted to the COR for approval are found to be offensive or unacceptable, the COR will provide the Contractor an explanation of the unacceptability. 4.6.3.1. THE COMMAND INFORMATION NEWSPAPER will not carry an advertisement that implies discrimination with regard to race, creed, age, color, sex, or national origin of the purchaser, user or patron. The Contractor will not knowingly accept advertisemen ts from advertisers that practice such discrimination. 4.6.3.2. The Contractor shall do it?s best to ensure that commercial businesses soliciting military personnel through advertising in THE COMMAND INFORMATION NEWSPAPER are ethical in describing goods, services, and commodities and sale terms (including gua rantees, warranties, etc.). The Contractor will not be liable for misrepresentation or loss incurred as a result of any advertising. 4.6.3.3. Advertisement offering credit terms must carry a clear statement of the total cash price as well as the total credit costs, including all charges. 4.6.3.4. If payments are shown, the number, the amount of each payment, and the time period for each payment will also be shown. COR will ensure that the requirements of existing truth-in-lending statutes are met by consulting with the Staff Judge Advoca te. 4.6.3.5. Off-Limit Advertisement. Under no condition shall a business establishment listed by U.S. Forces Korea as off limits, or a business debarred from contracting with USFK be knowingly permitted to advertise in THE COMMAND INFORMATION NEWSPAPER. A list of off-limits establishments will be provided the Contractor by the COR at least quarterly with interim lists provi ded, as establishments may be designated off-limits between the usual reporting periods. 4.6.3.6. Any advertisements that appear to be editorial copy will be clearly marked at top and bottom in no smaller than 8-point bold type as advertisement. 4.6.4.1. Advertising for off-post housing available for rent, sale, or lease by an owner, manager, rental agency, agent or individual will include only those available on a non-discriminatory basis for all personnel. No facilities will be advertised with out the Contractor having been notified in writing that open-housing practices are enforced by the owner, manager, rental agency, agent, or individual. 4.6.4.2. THE COMMAND INFORMATION NEWSPAPER will advise its readers and advertisers of equal opportunity requirements by including, in the masthead, the following statement in 8-point bold type: Everything advertised in this publication shall be made avai lable for purchase, use or patronage without regard to race, color, religion, sex, national origin, age, marital status, physical handicap, political affiliation, or any other non-merit factor of the purchaser, user or patron. If a violation or rejection of this equal opportunity policy by an advertiser is confirmed, the printer shall refuse to print advertising from that source until the violation is corrected. 4.6.5. News Stand Advertising. Any newsstand used on 19th TSC installations to distribute THE COMMAND INFORMATION NEWSPAPER may display advertising. Newsstands? advertising is subject to the same standards as advertising that appears in THE COMMAND INFO RMATION NEWSPAPER. 4.6.6. Delivery of Ad Dummies. The Contractor agrees to furnish the COR the complete advertising page dummies not later than one week prior to the date of publication. COR will review Ad Dummies for approval and reply within 24 hours. 4.6.7. Allotting and Filling Ad Space. The Contractor shall return to the COR any ad space that it cannot sell upon delivery of the ad dummies (not later than one week prior to the date of publication). This to include any advertising space being utilized by the Contractor to promote the Contractor's company, its publication services, it subsidiaries or partnership businesses, or other business services or opportunities connected to the Contractor. 4.6.8. Advertisement Accuracy. The Contractor shall assume full responsibility for the accuracy of the printing of the advertisement appearing in THE COMMAND INFORMATION NEWSPAPER. 5. PERIOD OF PERFORMANCE The base year for this contract is October 1, 2002 through September 30, 2003, with four additional optional years.
