Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) 828916 number is assigned. This requirement is being conducted as a total Small Business Set Aside under the procedures of the Federal Acquisition Regulations (FAR) Parts 12 and 13 (test program). All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-04. The Standard IndustrialClassification Code is 611430 with a business size standard of $6 million dollars. The solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://fedbizops.gov/. The site provides downloading instructions. All future information about this acquisition including solicitation amendments,will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The Federal Bureau of Investigation has a need for the development and subsequent instruction of a one week basic video class and a two week audio video installation class. The one week basic video class will be limited to ten students, and will be instructed a minimum of 3 times per year and a maximum of 5 times per year. The two week audio video installation class will be limited to 8 students and will be taught a minimum of 3 times per year and a maximum of 5 times per year. The Government intends to award a Firm Fixed price contract for three to five courses per class during a one year period, with four one year options. Classes will be taught on the following dates: Basic Video: June 3-7, 2002; July 22-26, 2002; Sept. 9-13, 2002; Audio Video Installation: June 10-21, 2002; July 29-August 9, 2002; Sept. 16-27, 2002. The dates for the option year classes will be provided to the offeror with 60 days advance notification. The place of performance will be Stafford County, VA. Offeror shall quote fixed pricing per course for the base year and each subsequent option year class. Offeror is to indicate if quantity discounts apply. The offeror is to build travel expenses into the quote. The FBI will provide all necessary classroom facilities, construction materials, equipment and tools. Offeror is to provide the FBI within 30 days of each class start date, a written list of construction materials, equipment and tools necessary for instruction and all written course material. Included also is FAR Evaluations of Commercial Items FAR 52.212-2 (JAN 1999)- Modify (a) by adding: Significant evaluation factors include, and in order of importance are: biography of instructor; subject knowledge, oral presentation, course curriculum sample lesson plan which demonstrates how requirement will be filled; past performance, and price. Course material and technical experience are more important than past performance and all are significantly more important than price. Evaluation: Best Value to the Government. The instructor(s) must meet the following minimum requirements: a background in law enforcement, including investigative and technical experience, which must include design, installation, and maintenance of video and audio surveillance equipment/systems; an extensive knowledge and experience in electronics, building and construction practices and building restoration techniques; experience teaching law enforcement and military organizations video basics and installation techniques, specific experience in installation relating to counter terrorism would be favorable. The contractor shall provide examples of current course materials either in PowerPoint or hard copy for review and evaluation, and a detailed biography including field experience and technical training for proposed instructors. Course Curriculum shall be included with offer. Offeror(s) are advised the Government reserves the right to award this contract without discussion, and should price accordingly. Contractor must provide documentation which demonstrates the knowledge and experience described above. Qualified offeror(s) will be required to present a one hour demonstration on "Camera and Lens Selections - as they relate to audio/video surveillance equipment installations." Each offeror shall include a completed copy of 52.212-3 Offeror Representations and Certifications - Commercial Items (FEB 2002) with their quote. Offeror must acquaint themselves with the new regulations concerning Commercial Items Acquisitions contained in FAR Subpart 12, and must ensure that all Representations and Certifications (located on the internet) are executed and returned as required in this synopsis/solicitation.
