Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number N66001-02-Q-0623 is issued as a Request for Quotation. The provisions and clauses are those in effect at the time of this publication. Award will be made using FAR Part 13.5 Simplified Acquisition Procedures, Test Program for Certain Commercial Items. The government is seeking competitive quotations for one (1) each 2.4-meter diameter trailer-mounted Transportable K/Ka Band Satellite Communications (SATCOM) Tracking Antenna System. It is anticipated that this will be a non-developmental, commercial-off-the-shelf (COTS) procurement. This antenna system shall serve as a full-duplex, single carrier hub for a satellite link to a developmental K/Ka-band SATCOM terminal using a geosynchronous satellite. The antenna system shall conform to the following minimum requirements: The 2.4-meter antenna system and trailer shall be self-contained and weatherproof for both transport and operation. The antenna shall be easily stowable for transport and easily deployable for operation when the trailer is stationary. The trailer shall be of the appropriate size to handle the weight of the antenna system and all other installed components, and it shall be ready to tow legally on US highways. The transportable SATCOM antenna system shall be assembled and delivered as one unit. Responses that do not comply with these minimum requirements will not be considered. The detailed desired specifications for the transportable antenna system are contained in the specification document available for download at http://e-commerce.spawar.navy.mil. The anticipated award date is on or before 1 SEP 2002. Delivery is required 5 months after receipt of order. All deliveries shall be made to Receiving Officer, SPAWAR Systems Center, San Diego, 53605 Hull Street, San Diego, CA 92152. EVALUATION CRITERIA: A compliance matrix that addresses each paragraph of the specification must be submitted with each quotation. The offeror's compliance matrix must show with which portions of the specification the offered antenna system will comply and with which portions it will not comply. All exceptions to the specification must be explained. Quotations received without a compliance checklist will not be considered. 1. DESIRED SPECIFICATIONS: (The Government reserves the right to determine which combination of desired specifications is the best value for the Government). 2. EXPERIENCE: Each Offeror must submit at least one (1) reference that can demonstrate that the antenna system offered for sale has previously been fielded. Each reference must include the name and phone number of a contact who is familiar with the performance of the fielded system. 3. PAST PERFORMANCE: The offers received will be subject to the evaluation criteria stipulated in the Navy's Red, Yellow, Green Program. Evaluation criteria will be made available upon request. 4. PRICE. The purchase order resulting from this solicitation will be awarded to that responsible offeror whose offer conforming to the solicitation is determined to provide the "best value" to the Government. Such offer may not necessarily be the proposal offering the lowest cost or receiving the highest technical rating. Best value to the Government is determined on the basis of the evaluation criteria listed previously. Direct any questions to dolanm@spawar.navy.mil .
