Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-034-4384-02 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 01-07. Procurement will be on an unrestricted basis. The NAICS code applicable to this acquisition is 334516. The small business size standard is 500 employees. USDA, ARS has a requirement for a PC controlled, quantitative Real Time PCR instrument for the detection and expression analysis of genes from plants and fungi. The quantitative Real Time PCR instrument must possess all of the following specifications as a whole. 1.The light source for the instrument must be a tungsten halogen light source with an available broad emission and excitation spectrum from 400-700nm. 2.The system must be filter based with a minimum of 5 positions available for excitation and five positions for emission filters. The filters must be readily accessible and interchangeable to accommodate a wide range of excitation/emission wavelengths to be monitored. 3.The system must do a minimum of 4 color multiplexing of 4 different target genes in one tube. The system must supply data showing the results of at least 4 targets in one tube analyzed vs. each of these targets individually. 4.The system must be the traditional tube format and have 96 well capacity. 5.The system must be a peltier type heating and cooling system with temperature gradient capability. The instrument must cool samples to 4 degrees C and hold that temperature indefinitely.6.The instrument must be able to detect between 1000 and 2000 genomic equivalents with 2 fold differences in resolution. 7. The system software that controls the instrument must run on a PC platform only. Software must run on Windows 95/98/Me/NT/2000 platforms. 8.The system must display the Real-Time PCR reaction run in real time on the monitor as it is occurring. 9. The instrument as a whole must be capable of running either standard PCR reactions as well as real time PCR analysis. 10.The system software must have the ability to do melt curve analysis and allelic discrimination. 11.The system must have an intensifier to amplify the fluorescent signal ensuring maximum sensitivity. Delivery is required within 30 days, FOB Destination to Raleigh, NC. The government anticipates award of a contract resulting from this solicitation to the responsible offeror whose offer conforming to the required specifications will yield the best value to the Government, price and price related factors considered. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. Vendors may meet this requirement by acceptance of government purchase card or providing a Vendor Express Number. If a company has not previously enrolled in the Vendor Express Program with USDA, they should call the National Finance Center at 1-800-421-0323 for an enrollment package. All offers must include with their quotation a completed copy of FAR 52.212-3. The following FAR clauses apply: Data Universal Numbering System (DUNS) Number, 52.204-6; Instructions to Offerors-Commercial Items, 52.212-1; Evaluation of Commercial Items awarded to a responsive/responsible offeror at a fair and reasonable price, 52.212-2; Offeror Representations and Certifications-Commercial Items, 52-212-3; Contract Terms and Conditions-Commercial Items, 52.212-4. The following FAR clauses cited in 52.212-5 are applicable to this acquisition: 52.203-6, 52.222-35, 52.222-36, 52.222-37, 52.225-3 Alt II, 52.225-4 Alt II, 52.225-13, 52.225-9, 52.225-18, 52.225-21, 52.247-64.
