- DESC: The Defense Energy Support Center (DESC), in conjunction with the Naval Surface Warfare Center (NSWC) Carderock Division, Acoustical Research Detachment (ARD)-Bayview, ID seeks to identify responsible potential sources and obtain information in regards to possible privatization of utility systems in accordance with 10 U.S.C 2688, "Utility Systems: Conveyance Authority" for Utility Privatization of the Electrical Distribution Systems at Bayview, ID. The potential privatization action will include transfer of ownership, operation and maintenance, and the obligation to serve. The Navy will not transfer ownership of land or any land lease interest for NSWC Carderock Division, ARD-Bayview, ID and will grant easements and/or leases, with concurrence of the underlying leaseholder where applicable, for access to land associated with the utility system. Please note if there is no market interest shown during this call of Notice of Interest, it is DESC's and the Naval Surface Warfare Center's intent to contact the local provider for possible privatization of the utility system under an "Other than Competitive Process". OBJECTIVE: Should privatization occur, the ownership of the entire electrical distribution system and equipment to include, all capital investments, operation, maintenance and repair responsibilities, shall transfer to a publicly or privately owned utility provider. All responsibility for maintaining reliable service, including such items as environmental compliance, operation, maintenance, major systems renovation, construction, equipment, manpower, and overhead shall be the responsibility of the new owner. Utility services under the potential contract will not include the commodity. Therefore the potential owner of the distribution network and equipment does not also have to generate or resell electric power to NSWC Carderock Division, ARD-Bayview. INSTALLATION AND UTILITY SYSTEM DESCRIPTION: Note: (1). All technical data and information listed below is to be considered either an estimated quantity or an approximate order of magnitude. This data was developed using data provided by the NSWC Carderock Division, ARD-Bayview and DESC is not responsible for the accuracy of the information at each site-specific installation. Companies responding to this notice of interest are responsible for verification of all inventory data. (2). Companies responding to this notice of interest should respond to interest in the entire scope of the electrical distribution requirement. Naval Surface Warfare Center (NSWC) Carderock Division, Acoustical Research Detachment (ARD)-Bayview is located in Bayview, ID. DESCRIPTION OF ELECTRIC FACILITIES: The utility systems consist of the following: a. Kootenai Electric Corp currently transmits power to the Naval Installation via 3 primary meters and 1 secondary meter. b. The first primary meter services the 17-acre main facility located in Bayview, ID on the shore of Lake Pend Oreille. ? The incoming voltage is 12.470Kv and feeds various pad mount and pole mount transformers with secondary voltages of 480 volt 3phase, 208 volt 3 phase, and 240 volt single phase. ? The number of pad mount transformers is 2- 1000 kva, 1- 750 kva, and numerous up to 100 kva pole mounts. ? The main facility is comprised of approx. 1 mile of overhead line. c. The second primary meter services 3 remotes sites: one 5 miles, the second 8 miles up the shore of Lake Pend Oreille in a roadless area which the Navy leases two 1 acre parcels from the US Forest Service and 1 site located on Lake Pend Oreille. ? From the first remote site the Navy owns 28,000 feet of primary underwater submarine cable (1) and the associated air switches and transformers that feed the second remote site. ? A second feed of primary underwater cable extends 11,000 feet off the shore to a barge mooring. The depth of water is approx. 1,100 feet deep. ? At the present time Kootenai Electric Corp. owns the 3 miles of underground and 1 mile of over ground primary cable that feeds the first remote site. (The Navy is negotiating with the utility company to install a 4-mile navy owned underwater submarine cable to replace the existing over land cable.) d. The third primary meter services a barge moored approx. 4,000 feet off shore in a different location. - There is approx. 400 yds of overhead line, 200 feet of underground line and 4,500 feet of underwater submarine cable feeding a 900 kva system.. e. The fourth metered system services a storage facility located near the main facility. ? It is comprised of 3 pole mt 15 kva delivering 208 three phase extending from KEC owned lines. ? The submarine cable used is a hard plastic coated over steel armor wires, #2 copper wire, in waterproof jacket and is approx. 3 inches in diameter. PROCESS: This request is to gather information from interested parties and is an essential step in determining market interest for the privatization of the electrical distribution system at NSWC Carderock Division, ARD - Bayview. In order to minimize costs both to potentially interested parties and the government, this notice is issued to determine market interest and feasibility as well as determining marketing strategies for privatizing the utility systems. Should insufficient credible interest be identified for a privatization action, it is highly likely that no formal solicitation will be issued. Should interest be determined sufficient, a formal Request for Proposals (RFP) may be forthcoming. Interested parties should provide a statement of interest on company letterhead. The statement of interest must not exceed a total length of 15 pages. The statement shall include as a minimum, the following information: (1) capability and experience in the ownership, operation and maintenance of similar systems; (2) financial capability to purchase, upgrade, expand, operate and maintain utility systems; (3) conceptual rate plan (i.e., will charges for utility service be made from existing rates or from rates developed specifically for service at the individual installation(s); (4) discussion of your conceptual basis for a proposed purchase price (capitalized earnings value, replacement cost new less depreciation, original cost less depreciation, or other); (5) understanding of the federal, state and local environmental laws and regulations and familiarity and experience with environmental compliance procedures and regulations for the state of Idaho and US Environmental Protection Agency Regions; (6) provide company point of contact, e-mail address, and telephone number. SITE VISIT AND DATA: Neither a site visit nor the provision of additional data on the utility systems is considered necessary for the preparation and submittal of statement of interest. If a site visit and the provision of additional data are later determined necessary, notification will be provided by way of an amendment to this announcement. DUE DATE: Statements of interest must be submitted to Defense Energy Support Center (DESC-EPP) by August 30, 2002 by 3:00 p.m. Eastern Standard Time.
