- Description
- The National Oceanic and Atmospheric Administration (NOAA) intends to solicit and negotiate on a sole source basis with Woods Hole Oceanographic Institute (WHOI) for the acquisition of services to process small cetacean and seal stomach samples obtained from fishery by-caught and stranded animals (both archived and new samples collected during the contract period) in U. S. Exclusive Economic Zone waters from Cape Hatteras, NC to the U.S./Canadian maritime boundary line. Each individual stomach content sample shall be processed using a standardized procedure and data recorded on paper and in electronic format. The statutory authority for less than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. WHOI is the only known source with the requisite expertise, particularly identification of bentho-pelagic fishes, and available data necessary to accomplish the requirements. The period of performance will be 9/15/02 through 9/14/03 with an option for two additional 12-month periods. Interested persons must identify their interest and capability to respond to the requirement within 10 days of this notice. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Evidence must be provided of the ability to provide the required services. Any party interested in receiving a copy of the solicitation shall provide written notice to the Contracting Office. The solicitation document will be issued on or about August 22, 2002. Telephone requests will not be accepted. No contract award will be made on the basis of proposals received in response to this notice since this synopsis cannot be considered a Request for Proposal. All responses from responsible sources will be considered. See Note 22.
