Description
THIS MODIFICATION IS TO CLARIFY THE PROPOSAL DUE DATE WHICH IS FRIDAY, AUGUST 30, 2002. Sandia National Laboratories, 1515 Eubank Southeast, Mailstop: 0222, Albuquerque, NM 87185 Engineering and Construction Services for a new Drop Test Facility Subject to Agency approvals, Sandia National Laboratories (Sandia), in Albuquerque, New Mexico, intends to contract for engineering design and construction services for a new Drop Test Facility. It is Sandia's intent to contract with the construction contractor as the prime contractor. Sandia is a multi-program laboratory operated by Sandia Corporation, a Lockheed Martin company, for the United States Department of Energy (DOE). The Drop Test Facility is a proposed construction project designed to test high-level radioactive waste rail shipping casks. This project is intended to assist government and non-government entities, both foreign and domestic, with the evaluation and certification of these casks. The project will deliver a facility capable of releasing a 300,000-pound cask from a hook height of 320 feet onto an unyielding target. The estimated range for this project is $2 - 4 Million. The project will be implemented in four phases: (1) development of performance specifications for the facility, (2) solicitation of firm fixed price design/build proposals and contract award, (3) preparation of construction documents, and (4) construction of the facility. Interested firms are asked to submit a Letter of Interest and Statement of Qualification to deliver the project. Sandia will evaluate the Statements of Qualification and create a short list of firms. These short-listed firms will assist Sandia with preparing the performance specifications and will be invited to bid the project. Firms will be compensated for their support in preparing the performance specification. Bidders will be limited to the short list of firms. Contract(s) will be awarded on a best value procurement basis. Qualifications will be evaluated on the following (listed in descending order of relative weight in the evaluation process): 1. Track record of the company delivering projects of similar size and complexity. 2. Project management methods. 3. Proposed project management team. 4. Construction management program to include a. Construction safety program b. Quality assurance program c. Planning and scheduling means and methods d. Cost control means and methods 5. Engineering design expertise to include a. Structural engineering in steel and concrete design b. Civil engineering to include utilities, grading, drainage, and paving c. Electrical engineering to include power transmission, power distribution, communications, lighting, signal and alarm, and reliability and ground fault studies d. Mechanical engineering to include heating, ventilating, and air conditioning, domestic plumbing, and process piping. Successful bidders must prepare project documentation using Microsoft Office 2000 (Microsoft Word, Microsoft Excel, and Microsoft PowerPoint), Microsoft Access, and Primavera Project Planner (P3). Graphics files created or modified for Sandia must be generated using MicroStation J, release 7.1 (vector), or an SNL-approved newer version. Sandia will provide its CADD Standards Manual and custom MicroStation J workspace environment that includes custom toolboxes, tool frames, macros, MDL applications, user commands, help routines, and menu bars. Conversion from AutoCADD to MicroStation is not acceptable. Existing building files will require I/RAS B, release 7.0, along with MicroStation, for editing and transferring raster data to vector format. The successful firm will provide a secure method for electronically transferring project documents. This solicitation is issued on an unrestricted basis. All interested firms are encouraged to reply. All responses complying with the requirements below will be evaluated. Sandia National Laboratories does not warrant or guarantee that a contract will be awarded. Interested companies shall submit five (5) individually bound copies of the Statement of Qualifications prepared in an 8.5-inch by 11-inch format. Responses shall be limited to 50 8.5-inch X 11-inch pages and shall be numbered consecutively. Folded 11-inch X 17-inch pages may be incorporated into the response but shall count as two pages toward the 50-page limit. Cover or transmittal letters shall be one page and shall not be included in the 50-page limit. A maximum of five (5) index sheet/section dividers may be added in the response and not be included in the 50-page limit provided they do not present qualification information. No telephone or facsimile proposals will be considered. Response must be received by 3 PM, Mountain Standard Time, Friday, August 30, 2002. Sandia will evaluate qualifications and select two or more firms to participate in the preparation of performance specifications. Additionally, Sandia may, at its discretion, conduct oral interviews with the selected firm(s) to review qualifications and/or negotiate fees.
