- General Notice: This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. This solicitation C130SIMULATOR is issued as a request for quotation (RFQ). This solicitation document, incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2001-08. This acquisition is 100% percent set aside for small business; NAICS: 541512; Size Std: $21.0 million. Quotes are to be received by this office NLT 1400 CST on 14 Aug 2002. Quotes can be faxed, or e-mailed to the points of contacts listed on this notice. Contract Line Items (CLINs): CLIN 0001 Statement of Work C-130E Aircrew Training Device 02 August 2002 1.0 SCOPE The 314 AW proposes utilizing a desktop part-task, PC-based, networked aircrew training device (ATD) to replicate the C-130E pilot, co-pilot, and navigator flight stations. This configuration will focus on crew coordination, crew resource management (CRM), situational awareness, night vision goggle (NVG) flying, visual airdrop, visual low-level map reading, time-over-target (TOT) control, threat recognition/avoidance/ maneuvers, Station Keeping Equipment (SKE) procedures, visual formation flight, navigations systems management, NVG operations, Airborne radar approaches (ARA), and tactical formation maneuvers. This initiative should significantly enhance aircrew readiness by providing a training bridge between classroom/simulator and the aircraft. The device will also serve as a remedial training device for students experiencing difficulties in certain areas in the aircraft (current course loads all but prohibit remedial training in Weapons System Trainers (WST)). Furthermore, this solution allows instructors to easily manipulate the training environment in support of diverse training scenarios, thus promoting part-task training, individualized instruction, and team training (e.g., CRM). The ability for students to familiarize and rehearse selective skill sets, before employing the aircraft, will advance fundamental cognitive skills required to employ the C-130 weapon system. Additionally, the flight environment simulated by using the virtual reality (VR) goggles very closely replicates the actual limitations of flying with NVGs and will likely provide exceptional training for crew members in developing NVG scanning habit patterns. 2.0 BACKGROUND 2.1 The 314AW is the only active duty unit within the Department of Defense that provides C-130 aircrew training. The training is provided to aircrew members from the active duty Air Force, National Guard, Reserve, Marine Corps, Coast Guard, and several foreign countries. Unfortunately, students often find the transition from classroom tactical lessons to performance in the actual aircraft a rather broad leap. The propose desktop simulator presents a means to round out the aircrew training system by providing a hands-on cognitive learning tool which, potentially, leads to improved material retention. 2.2 Historically, aircrew training depended heavily on the weapon systems as the only realistic media for providing mission training. ATDs were primarily used as an adjunct to prepare crewmembers to more effectively use limited flying hours. However, increased training requirements coupled with the requirement that aircrew members graduate from the Formal Training Unit (FTU) be mission ready have reduced the quality and quantity of realistic, available training opportunities for aircrews. The formal school training strategy employs ATDs to accomplish as many training events as practical through simulation. For events with simulation training capability, simulation precedes on-aircraft training. Normally, these tasks are taught to the appropriate proficiency level in the least sophisticated ATD. Training progresses through knowledge, comprehension and performance levels. As the student advances through the syllabus, related tasks are combined and the student is trained on the next level ATD. With this methodology, students master procedural tasks before arrival at the aircraft. Once at the aircraft, students concentrate on developing flying skills. 2.3 The proposed system is not designed to reduce programmed weapon system trainer or flying hours. Additional simulator time is not possible due to current student load, and the training requirements levied by 4 training (3 AETC, 1 CADS) and 2 operational C-130 squadrons. It is intended to enhance the current training construct by reinforcing cognitive skills and providing a realistic simulation for tactical airlift missions. Savings may be realized in the area of reduced ?break-in-training and additional training flights required by students who may need more time to reach required proficiency levels. Additionally, TDY costs could be reduced by providing students training during weather and maintenance delay periods, time otherwise lost. PC-based cognitive training simulation will improve training mission effectiveness by enhancing aircrew situational awareness, formation procedures, NVG procedures, threat recognition/reaction, and coordinated crew response. Employing the proposed training device will unquestionably lead to improved training efficiency and optimum use of limited resources. 3.0 WORK TASKS 3.1 Task 1. Provide Aircrew Training Devices. Provide minimum of 3 desktop simulation systems. Systems must be portable, though not laptop based. Each system must fit in its entirety on a typical office desk measuring no more than 48" long by 24" deep by 29" high. Each system needs to accurately replicate/depict computer generated C-130E pilot, co-pilot, and navigator positions. Each system will be programmable and networkable to simulate any combination of C-130 tactical mission scenarios including, but not limited to: 1) Single aircraft with individual crewmembers occupying the ATDs; 2) Three separate C-130Es flying formation; 3) Single operated device with computer generated wingmen; 4) Single aircraft in computer generated formation with each device occupied by any crew member. Each system will consist of most current and upgradeable technology computer equipment to include CPU, standard keyboard, mouse, speakers, minimum of 19 inch flat panel monitor, virtual reality (VR) goggles with head tracking device on goggles (no externally mounted sensors), a realistic to-scale functional C-130E yoke with functional mil-spec switches, rudder pedals, and 4 independently operable throttles, lightweight headset with microphone and push-to-talk button. Each system will be compatible with the most current MS Windows operating system, and be upgradeable to future versions. Each system have complete tutorial program of instruction and accessible help menu. The system must include self-paced computer driven lessons based on current (as of date of contact award) syllabi as selected by the 314AW Modeling and Simulation Working Group. Minimum one-year maintenance agreement for all hardware/software. Systems will be HLA compliant for future distributed mission training. 3.2 Task 2. Provide Training For Initial Instructor Cadre. The contractor will provide on-site set-up. The contractor will provide initial on-site training to instructor cadre. After initial set-up the contractor will be available for help via telephone and electronically for the life of the maintenance agreement. The contractor will provide options for follow-on tech support after maintenance agreement ends. 3.3 Task 3. Provide Capability for C-130E Tactical Missions The systems will accurately represent C-130E flight characteristics for airspeeds from 0-300 KIAS and altitudes up to 35,000 feet MSL, and aircraft weights from 85,000-165,000 lbs. The system will accurately simulate full spectrum of weather conditions controllable by the user. The contractor must produce virtual representations of cockpit switches and displays that adequately replicate C-130E flight stations for the pilot, co-pilot, and navigator. Pilot and co-pilot frames of reference must be height adjustable and the navigator must have the option of 3 separate frames of reference standing behind the co-pilot, standing be-hind the pilot, and sitting at navigator station. The system must simulate Station Keeping Equipment (SKE), all its components and all SKE positioning signals. The system must simulate C-130E visual formation mission. Provide a full spectrum simulation to include digital radar landmass, out-the-window visuals for single ship and/or formation aircraft to include day, dusk, night, and night vision goggle effect to include celestial/lunar observations controllable by the user. Provide a database depicting the Little Rock AFB local flying area. The database must be D-TED level 2 with high-resolution photo imagery overlay. Drop zones and airfields/LZs will be D-TED level 3 with the highest resolution imagery available. Provide a simulation to accurately portray real-world threats (unclassified) to include radar-guided AAA, radar-guided SAMs, infrared SAMs, and airborne interceptors. SAM and AAA flyouts should be as accurate as possible without crossing into the classified realm. Threat inputs will be controllable by the user. The simulation system must integrate with Portable Flight Planning System (PFPS), Combat Airdrop Planning Software (CAPS), Combat Flight Planning System (CFPS), and Falcon View software packages. The simulation must have fully selectable airdrop loads with characteristics incorporating accurate and current ballistic data. o Must be capable of computing scores for airdropped loads. Simulation must accurately depict the spatial relationship between aircraft. The simulation must accurately depict Night Vision Goggles (NVG) field of view and color. o Accurate depiction of lunar positioning and associated effects on terrain. 3.4 Task 4. Provide Accurate Performance of C-130E Instrumentation/Equipment The simulation will provide accurate function of the following equipment (minimum required): ADI (including ILS) HSI Airspeed indicators VVI RMI BDHI Pressure Altimeters Radar Altimeters (to include VALI selection and Low Altitude warnings) Flap lever and indicator Landing gear handle and indicators Tunable navigation aids (TACAN, VOR, MLS, ADF) Engine instruments (minimum torque, and TIT) Operating/Warning lights (Minimum door open, Altitude low, SKE mode light, marker beacons) Fully functional Self Contained Navigation System (SCNS) to include pilot, Co-pilot and navigator IDCUs Fully functional intercom panels ADS control panel Jump signal switches and lights Air deflector door switches and lights Fully functional SKE to include o FCI and RFCI o Stationkeeper indicator (PPI- Plan Position Indicator) o ADI/ZM, ADI/Antenna Select switches o Aural proximity warning horn o Primary and secondary control panel o Track-while-scan o SKE range meter Navigator TAS meter APN-59 Radar and associated controls Defensive systems o AN/AAR-47 MWS and associated indicators/switches/panels o AN/ALE 47 CMDS and associated indicators/switches/panels o ALR-69 Radar Warning Receiver and associated indicators/switches/panels o Pistol Grip Remote dispense switch (attaches to nav?s desktop sim) 4.0 PERIOD AND LOCATION OF PERFORMANCE: Period of performance is 6 months from date of contract award. 5.0 UNIQUE REQUIREMENTS AND DELIVERY SCHEDULE: All deliverables shall be on CD-Rom using most current MS Office format and delivered to 314 AW Contracting.
