Description
(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-08. (iv) This acquisition is set aside for small business - NAICS code 483211 size standard - 500 employees. (v) The two (2) low successful offerors will be awarded a Blanket Purchase Agreement (BPA) for cargo transportation services per the following Statement of Work (SOW). CLIN 0001 Transportation of cargo from Ketchikan, AK to Annette Island, AK. CLIN 0002 Transportation of cargo from Ketchikan, AK to Hemlock Island, AK. (vi) 1. QUALIFICATIONS: 1.1. Contractor shall be a fully qualified Barge Service. Barges used will be registered in accordance with all applicable laws and regulations and all operators will be licensed in accordance with all applicable laws and regulations. 1.2. Award of this contract is contingent on contractors continued compliance with all applicable laws and regulations - international, federal, state, local and any other laws that apply. 1.3. Ability to administer both the documentation of services performed and the timely rendering of payment for subcontractor services (if used) is required. The government is not responsible for paying any subcontractors that may be used. 2. DUTIES: 2.1 Contractor shall ensure that any subcontracted companies are fully capable of providing services outlined in sections 3 and 4 of this document while maintaining compliance with all laws and regulations. 2.2. Contractor will be responsible for loading cargo onto barge by whatever means necessary- crane, truck, manpower, ect. Contractor will then transport items across the Tongass Narrows to Annette Bay or across the Tongass Narrows through Nicholas Passage to Hemlock Bay and deliver to a dock. Contractor is responsible for the unloading of cargo. 3. CONDITIONS: 3.1. US Government will be responsible for delivery of cargo to loading dock on Ketchikan side. 3.2 Contractor/subcontractors shall be at the loading dock at the specified time of delivery. At no time will property of the US Government go unattended. 3.3. Contractor shall be responsible for maintaining adequate insurance to protect the governments property against loss or damage regardless of the cause. 4. PROJECTED SCHEDULE OF SERVICES: Contractor will be required to perform services upon a 24-hour notice. 4.1. This service will only be required in the event that our main LCM is inoperable. 4.2. Total number of trips will not exceed 4 trips per month. 4.3. We anticipate not needing service from October-January, as this is the down time for the Road Project. (vii) Items are to be delivered per the SOW. (viii) FAR clause 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. (ix) FAR clause 52.212-2, Evaluation--Commercial Items, is not applicable. (x) Offerors are advised to include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications-Commercial Items, with the quote. Offerors must also include a completed copy of the provision at DFARS 252.212-7000, Offeror Representation. (xi) FAR clause 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. (xii) FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-- Commercial Items, applies to this acquisition.
