Description
NA It is the intent of the CECOM Acquisition Center Washington to issue Request for Proposal DAAB15-02-R-0012 for design, test, and evaluation of a Minefield Marking Kit for use by the international demining community, as well as interested military forces. The system shall be utilized to initially mark suspected mined areas during the conduct of a mine action assessment, and shall also be comprised of components to mark the area after clearance operations have been completed and verified. The proposed syste m shall include, but is not limited to, fencing material (barrier and posts), as well as signs. It shall meet the following requirements: low cost; adaptable to a wide variety of mine-afflicted countries and environmental conditions; constructed of weath er resistant material; material composition shall be unattractive and resistant to pilferage, and have no commercial value; low maintenance; and conform with existing UN, as well as other internationally recognized, standards. The estimated period of perf ormance is 6 months. Multiple Firm Fixed Price (FFP) awards within available funding are anticipated. The RFP will be issued on the Interagency Business Opportunity Page (IBOP) (https://abop.monmouth.army.mil) on or about 1 October 2002. No hard copies o r copies via email will be available. Proposals will be due 30 days after date of issuance of the RFP and must be submitted electronically to the Contracting Officer via the IBOP. The estimated time frame for award is late December 2002. Selection of the awardee will be made through trade-off analysis. In order to use the IBOP a vendor must register by completing the following steps: 1) At the IBOP homepage select 'New User Registration' under the User Services; 2) click on the Industry Button; 3) Se lect either the Browse button or the Browse & Post button. (If you plan on responding to the solicitation it is best to select Browse & Post Button, otherwise you will have to register again. A CAGE Code and Duns Number are required); 4) Complete all the required information and then click on the 'Submit Request' button. Once Registered the RFP folder may be accessed by performing the following steps: 1) At the IBOP homepage select 'CECOM Comm.-Elec. Comm.-Active' from the Army Solicitations, View By Army Contracting Activity drop down menu and click 'go'; 2) Enter your User Name and Password and click 'OK'; 3) Click on 'All Business Opportunities by Contracting Officer' and then click on the folder ICON to the left of 'Davis, Patricia'; 4) Click on the fo lder ICON to the left of DAAB15-02-R-0012; 5) Once the RFP is posted it will be at the line entitled 'Messages & Documents; RFP'. Click on that title and proceed to the bottom of the page. The RFP will be posted as an attachment. It is also recommended that each offeror join the solicitation specific mailing list under the RFP number DAAB15-02-R-0012. Once registered with the solicitation specific mailing list vendors will receive email notification of any updates relating to the RFP.
