- Description
- The Naval Air Warfare Center Training System Division intends to award a firm-fixed price contract to Franklin Covey, Inc. on a sole source basis in support of the Task Force EXCEL (Excellence Through Commitment to Education and Learning) (TFE) Leadership Development Program. Requirements of the contract are to provide recommendations for the development of measures and instruments to evaluate the impact of a Select Leadership Training Program and beta interventions on: (1) Application and Behavior Change, (2) Performance Impact, and (3) Overall Training Program Return-on-Investment (ROI). Recommendations shall consider the design of a process, templates, and tools that can be used on an on-going basis by Navy staff. The Franklin Covey ROI process is the sole process for development of the required measurements and instruments that contains diagnostic, as well as descriptive, components capable of generating organizational assessment metrics. These diagnostic properties are critical to the Government because they enable the most effective and efficient use of limited training resources. They produce organizational results, specifically by enabling the measurement of changes in business results directly attributable to training. Franklin Covey also has unique knowledge and experience in organizational assessment, which is important to the development of leadership effectiveness and critical for assessing the impact of proposed TFE leadership interventions. This extensive experience makes them uniquely suited to provide all aspects of technical support for the TFE Leadership Development program. Franklin Covey, Inc. is the sole proprietary owner of the Franklin Covey ROI process. Additionally, Franklin Covey personnel are the only source authorized to train individuals using the Franklin Covey ROI proprietary process. This contract is to be issued under the statutory authority 10 U. S. C. 2304 (C), (1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The following clauses also apply: DFARS 252.204-7004, Required Central Contractor Registration, for electronic payment through DFAS. The period of performance shall begin upon contract award and conclude six (6) months thereafter; inspection and acceptance shall be made at destination. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. NAWCTSD, Contracts, shall consider all responses. Responses without return address and company telephone number will not be recognized. Proprietary data in the responses will be protected where so designated.
