- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL SERVICES IN ACCORDANCE WITH FAR PART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. OFFERS ARE BEING REQUESTED AT THIS TIME AS A WRITTEN SOLICITATION WILL NOT BE ISSUED. Offerors shall direct all inquiries concerning this request for proposal (RFP) to Carolyn A. Cooper, Contract Specialist, on (301)415-6737, E-Mail CAC3@NRC.GOV or Mona Selden, Contract Specialist, on (301)415-7907, E-Mail MCS1@NRC.GOV, if Carolyn A. Cooper is not available. Offers are due on AUGUST 30, 2002, no later than 3:30 P.M. at the U.S.N.R.C., Division of Contracts, M/S T-7-I-2, Washington, D.C. 20555. Hand-carried offers shall be delivered to U.S.N.R.C,, Division of Contracts, M/S T-7-I-2, 11545 Rockville Pike, Rockville, MD 20850. TIMELY RECEIPT OF PROPOSALS--- All hand-carried offers including those made by private delivery services (e.g., Federal Express and Airborne Express) must be delivered to the NRC loading dock security station located at 11555 Rockville Pike, Rockville, Maryland 20852, no later than 3:30 p.m. on the closing date specified. Hand-carried offers delivered to 11545 Rockville Pike, will not be accepted and referred to the loading dock station located at 11555 Rockville Pike. NRC is a secure facility with perimeter access-control and NRC personnel are not available to receive hand-carried offers except during normal working hours, 7:30 a.m. to 3:30 p.m., Monday through Friday, excluding federal holidays. Offerors are advised that they will be required to provide past performance questionnaires to at least three clients discussed under Corporate Experience (See LIST OF ATTACHMENTS, Attachment No. 12). The questionnaires will aid in the Government's evaluation of the offeror's Past Performance History. The offeror is cautioned that all questionnaires must be submitted by the closing date of this solicitation. Past Performance questionnaires are to be forwarded directly to the address listed above by the offeror's clients. Any questionnaire submitted by the offeror will not be considered. Offerors are also advised that Oral Presentations will be conducted to evaluate the offeror's technical capability to satisfy the requirements of the SOW, in lieu of evaluating formal proposals. TECHNICAL AND MANAGEMENT ORAL PRESENTATION DOCUMENTATION REQUIREMENTS?Oral Presentation Documentation must be typed, pages numbered, legible and printed or reproduced on letter-size paper. The Technical and Management Oral Presentation Supporting Documentation in response to this solicitation must be submitted in two separate and distinct parts: one original and four copies of the "Technical and Management Oral Presentation Supporting Documentation" and one original and four copies of the "Cost" proposal (Section B.3, SCHEDULE OF ITEMS AND PRICES for format). The Technical and Management Oral Presentation Supporting Documentation, shall not contain any reference to price and shall not consist of more than 50 one-sided pages. The contractor shall provide all labor, equipment, materials, and supplies to provide reproduction, document delivery and related services to the public and the NRC Public Document Room staff (acting as the public's representative) related to paper-to-paper reproduction, microform-to-paper (blowbacks) reproduction, audio-tape reproduction, photographic reproduction, video-tape reproduction, diskette reproduction, full text/citation reproduction, compact disk CD-ROM) reproduction. A no-cost to the Government contract will result from this solicitation. Compensation to the contractor shall be directly from the PDR customers. The period of performance of the contract will consist of a two-year base period and three option years. Offerors shall propose a unit price for each line item listed in the Schedule of Items and Prices, for the base period and three option years. The fixed unit price under this contract shall include all charges, direct and indirect. This proposed procurement is 100 percent set-aside for small businesses and proposals may be submitted by offerors who are small businesses, small-disadvantaged businesses or HUB-zone small businesses. The North American Industry Classification System code for these services is 561410. Documentation reproduction services are currently being performed by Qualex International under NRC contract Number NRC-17-99-172. Offerors are encouraged to visit NRC's website to review the current contract at www.NRC.Gov/reading-rm/pdr/fee-schedule.html. The Statement of Work, Schedule of Items and Prices, Past Performance Questionnaire and Cover Letter can be found as an attachment via an amendment to this announcement. PROVISIONS AND CLAUSES--The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-24, FAR 52.204-6, Data Universal Numbering System (DUNS); 52.212-1 Instructions to Offerors-Commercial Items, 52.212-2, Evaluation Commercial Items, 52.212-4 Contract Terms and Conditions - Commercial Items applies to this acquisition with the following applicable clauses: 52-216-18, Ordering, 52.216-19, Order Limitations; 52.216-21, Requirements,. Offerors must submit a completed copy of provision at 52.212-3, Offeror Representations and Certifications, which can be accessed electronically at http://www.arnet.gov/far. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition with the following applicable clauses: 52.217-9, 52.203-6, 52.219-4, 52.219-6, 52.219-8, 52.219-23, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37.
