- Description
- (REVISED) This is 100 percent set aside for 8(a) small disadvantaged business competitive. The U. S. Coast Guard has a requirement for the contractor to implement the U.S. Coast Guard?s Recreational Boat Factory Visit Program. Services will be required for the nations approximately 4,000 boat manufactures. The contractor shall adopt or establish approved procedures, requirements and policies for program management, inspector certification and re-certification and program documentation. The contractor shall adopt or develop factory visit reports. The Government will provide the outline of essential elements of a Factory Inspector training program and a database of completed factory visit reports. The contractor shall designate a Project Manager responsible for project management and oversight. The contractor shall employ a sufficient number of qualified Factory Inspectors to accomplish the required 2,000 annual factory visits. The contractor shall develop and implement certification training to assure Factory Inspections are thoroughly familiar with pertinent regulations and voluntary standards. The contractor shall establish annual re-certification training for Factory Inspectors. A Firm-Fixed-Price contract is anticipated. The Period of Performance will consist of a Base Year and four (4) Option Years. It is anticipated that the Request For Proposal (RFP) will be issued on or about 8 April 2002, with proposals due 30 days after issuance of the RFP. The Department of Transportation (DOT) Office of Small Disadvantaged Business Utilization (OSDBU) has a program to assist minority, women-owned and disadvantaged enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
