Description
The Federal Highway Administration (FHWA) intends to establish multiple, 5-year Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts for the development, revision, updating and presentation nationwide of training courses in the areas of Transportation Planning, Environment and Real Estate. These training courses may be for any of the following six FWHA program offices: ? Metropolitan Transportation Planning ? Statewide Planning ? Natural Environment ? Human Environment ? NEPA Facilitation ? Real Estate Services It is imperative that subject matter experts team with instructional systems design specialists to ensure that new course developments-- as well as updates of existing NHI courses-- incorporate adult learning principles. Over the five year performance period, it is likely that new course development and updating activities will require subject matter expertise in a variety of areas, including: environmental streamlining and stewardship, transportation planning, travel modeling, spatial data technologies, historic preservation, air quality, noise abatement, water and ecosystems management, non-motorized transportation, public involvement, historic preservation, Title VI compliance, community programs, Uniform Act, appraisal, acquisition, relocation, eminent domain, etc. Typically, course development materials are produced in an electronic format and include lesson plans, an instructor?s guide, participant?s workbook, reference manuals and related items. While most course presentations are instructor-led, distributed learning formats (e.g. CD-ROM, web-based, etc) may be specified. Instructor-led course presentations require highly qualified, subject matter experts who have experience with deploying adult learning techniques in the classroom or have been certified as NHI Instructors.
