- Amendment 0003: The proposaal due date remains the same; however, the time is changed to 3:30 P.M. (EDT). See attached Statement of Work. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. DG133F-0026 is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08. There is no size standard related to this acquisition. The associated NAICS code is 611691. The U.S. Department of Commerce. National Oceanic and Atmospheric Administration NOAA, National Marine Fisheries Service (NMFS) is soliciting a contractor to review, evaluate and document current NMFS Fisheries Observer Safety Training procedure courses, and make recommendations for the establishment of nationwide safety training standards to ensure that high quality and appropriate safety training is provided for all new and returning fisheries observers. The NMFS observer programs currently deploy approximately 500 contracted observers in more than 20 fisheries nationwide. The roles and responsibilities of observers vary widely from fishery to fishery, based on differences in types of vessels, gear types, fishing locations, target catch, bycatch of finfish), and incidental takes of protected species, overall program objectives, and coverage levels. The NMFS directly trains or contracts the training of fisheries observers from its Regional Science Centers, Regional laboratories, or Regional offices. The National Observer Program acts as a facilitating body to assist the Regional observer programs in addressing common issues and developing standardized practices at the national level. It is the responsibility of NMFS to ensure that all federally employed and contracted fisheries observers are provided with appropriate, high quality safety training. The contractor shall offer a fixed price per region to evaluate and document the NMFS observer safety program. CLIN 0001 is the evaluation of the Northeast Region Provisions 52.212-1; CLIN 0002 Southeast Region (including Hwaii); CLIN 0003 Southwest Region; CLIN 0004 Northwest Region; and CLIN 0005 Alaska Region. Instructions to Offerors-Commercial, applies to this acquisition. The Government will award a contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance, and Cost. The combination of the Technical factor and Past Performance will be paramount with respect to Cost Offerors are to include a completed copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items with its offer. Clause 52.212-4 Contract Terms and Conditions - Commercial Items, Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition; 52.222-35 Affirmative Action for Special Disabled and Vietnam Era Veterans, 52.222-36 Affirmative Action for Handicapped Workers. Any additional contract requirements(s) or terms and conditions determined by the Contracting Officer to be necessary for this acquisition and consistent with customary commercial practices will be incorporated.
