Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Genetics Branch, plans to procure a Genetic Analyzer with Applied Biosystems, 850 Lincoln Center Drive, Foster City, CA 94404 for the procurement of their Genetic Analyzer, 3100-Advent. The supplies and service herein are being procured in accordance with the simplified acquisition procedures authorized in FAR Part 13. Researchers of the Genetics Branch having established a cancer genetics program serve and utilize as a resource the patient population of the NCI as well as the Bethesda Naval Hospital. The program has two aspects: (1) There is a patient-oriented pathway which begins with patient assessment and eligibility determination and leads through an education and counseling component to the opportunity to be tested for germline gene mutation that would predispose to colorectal or breast cancer. Following the determination of germline status, the patient is apprised of the result and then introduced to and evaluated for cancer surveillance and prevention options. (2) Within the laboratory four research projects have been developed. In support of these projects researchers require a new state-of-the-art genetic analyzer. The new analyzer shall be an upgrade for two older (ABI 310) analyzers and shall be trade-ins toward the purchase of the new analyzer. Minimum Requirements: The analyzer shall have the following features/specifications: for consistency of data the analyzer shall be of the same manufacturer; 1) have an automated four (4) capillary multicolor fluorescent electrophoresis system that can analyze four (4) samples at one time; 2) automated polymer filling and sample injection from the 96 and 384 well microtiter plate formats; 3) multiple dye detection; shall be completely automated and analyze hundreds of sequencing and fragment analyses samples in a day; 4) upgradable to 16-capillaries, quadrupling the daily output; and; 5) allow 24-hour unattended operation. In addition, the capillary electrophoresis instrument shall include 1) computer workstation for instrument control and data analysis; 2)shall include software for sample ID import, instrument control, and data collection; and; 3) shall include a chemistry instillation kit. The instrument shall be capable of performing microsatellite and SNP analysis as well as, sequencing module, GeneScan module, 96-well plate kit, and a 384-well plate kit. Furthermore, installation and on site training and a one year on site parts and labor warranty at no additional cost to the Government must be included. Applied Biosystems is the only known source to the NCI that can provide the above requirements with the unique features specified. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain sufficient detail to allow the NCI to determine if the party can fully meet the Government needs. Capability statements must be received in the contracting office no later than 1 PM (local Washington DC time) August 28, 2002.
