Description
The National Library of Medicine (NLM) intends to negotiate with SANAD Support Technologies, which is located at 11820 Parklawn Drive, Rockville, MD 20852 Colesville Road, Silver Spring, Maryland 20910, on a sole-source basis to add two new line items to the current contract number N01-LM-9-3528. The current fixed price, indefinite delivery (indefinite quantity) type contract is for the preparation of library materials for binding as a means of preservation. The current contract contains line items for specific tasks. One of these tasks is for the processing of serial units. As part of this task the contractor must first identify the missing serial issues from the NLM collection; however, not every serial unit contains missing serial issues. It is necessary to add a specific line item and price to the contract to reflect this discrete task of processing missing serial issues as it differs from the larger task of processing serial units. The incomplete serial sets entail a different amount of effort than the complete serial units and should be charged at a different unit price from the incomplete serial units. In addition, a line item allowing for photocopying of high gloss covers of serial issues is also being added as a new line item to the contract during each of the two option years remaining under the current contract. The reason for this is because many medical journals are published with very glossy covers that are problematic for the double-fan adhesive binding process, since the glue does not adhere well to the glossy covers. Therefore, it is sometimes necessary for the binding preparation contractor to remove, photocopy, and place the photocopied glossy covers correctly in the serial unit before shipping the serial units to the binder, and this specific task requires additional effort. The work under this contract is performed onsite at NLM. SANAD's staff have the extensive training in collation, book handling, and the maintenance of NLM's data files required to perform the current statement of work. The unique capabilities and experience of the current contractor, inherent duplication of cost and effort to the government, logistical constraints on site, and delays in preparation which would impact the related contractor for microfilming make competition for this effort unfeasible. This notice of intent is not a Request For Proposals (RFP), nor is an RFP available. Based on authority cited in 41 U.S.C. 253(c)(1) (FAR 6.302-1(a)(2)), award to SANAD Support Technologies for this contract without full and open competition is planned.
