The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. MARKET VALUE: FP/4-FP/3) 6. PERIOD OF PERFORMANCE: November 2002- November 2003 7. PLACE OF PERFORMANCE: Bogota, Colombia 8. JOB DESCRIPTION: See below I. - STATEMENT OF DUTIES A.1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR This position is located in the Narcotics Affairs Section, Bogota, Colombia. The incumbent serves as the supervisor of four Narcotics Affairs Section architectural/engineering staff and oversees the increased construction activities under Plan Colombia. Guidance is provided from the Federal Acquisition Regulation (FAR), Department of State Acquisition Regulation (DOSAR), relevant building codes, either local or U.S. and Overseas Building Operations (OBO) codes. The incumbent will supervise the construction of NAS-funded projects throughout the country, often in remote, dangerous sites. The incumbent will be required to exercise great originality and resourcefulness to detect and resolve problems that could impact adversely the effectiveness of future international narcotics control programs. STATEMENT OF WORK The Construction Advisor shall perform the following basic functions: a. Supervises the NAS construction and architectural projects section which currently has a staff of four foreign national employees. b. Works with the Colombian National Police (CNP), the Colombian Armed Forces and the NAS American PSC advisors to develop and construct physical facilities for the CNP. The incumbent will supervise the preparation of design specifications through the contract award process. Supervises the administration of resulting contracts. c. Ensures that projects are completed on time and within budget. The incumbent will work, as necessary, with other members of the NAS staff to make required changes in the projects. This individual will frequently perform on-site visits to ensure successful project completion. Verifies contractor performance and progress and advises if payments can be made. d. Provides direcation and guidance to the U.S. Army Corps of Engineers and commercial contractors regarding the construction and maintenance of NAS-provided facilities in Colombia. e. Interacts with other NAS officials to develop and oversee a comprehensive construction and facilities management program for NAS Colombia. f. Performs travel as required to forward operating bases and locations in order to supervise base improvement and construction projects. II. MINIMUM QUALIFICATIONS a. U.S. citizen, eligible for a State Department security clearance. b. Bachelor Degree from an accredited institution or equivalent (i.e., Associates degree with five years related experience, or ten years related experience in architecture or civil and construction engineering). c. Typing and basic computer skills needed to use information technology and management systems required. Computer skills should include word processing and spreadsheet applications. d. Spanish language ability at the Foreign Service Institute Level R/3, S/3 or the Defense Language Proficiency test (DLPT) level 3/3 is required. e. Ability to coordinate/orchestrate numerous activities simultaneously. f. General knowledge of U.S. Federal Acquisition Regulation (FAR), Department of State Acquisition Regulation (DOSAR) and commercial procurement and simplified acquisition procedures. g. Physically qualified to live in Colombia and to engage in frequent in-country travel to remote locations. Required Skill/Abilities a. Completion of a Department of Defense (DOD), Department of State or other U.S. Federal agency Simplified Acquisition and Contracting Officer's Representative training courses or courses of instruction for the administration of Government contracts under the FAR. b. Knowledge of contract administration principles, policies, regulations and procedures, especially with regard to construction contracting, is desirable. c. Ability to perform assigned duties with a minimum of supervision and to take the initiative as a self-starter. d. Ability to deal with Colombian counterparts ina program that is of extreme importance to both governments. Supervisory Controls The incumbent reports to the NAS Administrative Director who will act as the Contracting Officer?s Representative (COR). The Contract Administrator shall be the INL Contracting Officer and is designated alternate for the NAS Administrative Director when absent. The individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. The incumbent is expected to coordinate as functionally appropriate NAS for the purposes of this program. Completed work is reviewed for timeliness and effectiveness. The incumbent receives very general supervision and guidance. Incumbent must exercise a significant degree of judgment and independence in planning work to achieve specific goals and objectives. Informs supervisor of problem areas and presents recommended solutions. Personal Contacts Contacts will be made with all levels of host government personnel, particularly in the Colombian National Police and the Colombian Army. The incumbent serves as the NAS liaison with the CNP regarding new construction projects. III. EVALUATION FACTORS a. Extensive knowledge of, and experience in construction and construction contracting. This includes knowledge of the various rules, regulations and/or systems that govern construction and contract administration. b. Ability to prepare, analyze, and execute construction projects c. Ability to communicate in writing and orally, both in English and Spanish, in performing the required duties to convey information in written and oral form, to both officials of the USG and of the host country. Written experience would display applicant?s ability in writing papers and reports that present clear and concise explanations or analyses. Oral experience would display applicant?s ability in expressing his/her thoughts or opinions in a logical sequence to others within the agency, and in negotiating skills. Applicant must be a good negotiator who is sensitive to the views of others. d. Past Performance evaluation of applicant?s ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.
