- This synopsis/solicitation is being prepared for the purchase and installation of new carpet in Bldg. #816, on Tyndall AFB, FL. The contractor is to remove and dispose of old carpet, and the existing pad will remain in place. Area is approximately 580 sq. yards. Customer would like a ?Midnight Blue? or similar in color carpet. Installation must take place when building will be empty, between 26 Aug 2002 and 15 Sep 2002. The contractor is also required to provide and install 1300 linear feet of vinyl, cove base in blue to compliment the carpeting in Bldg. #816, and also to remove and dispose of existing cove base. This carpet is for a building that is going to be destroyed in the next 2-3 years. Therefore, the carpet needs to be the bare minimum, just enough to last a maximum of 3 years. Also, these measurements are exact from a previously hired contractor. This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ). This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07 and Defense Change Notice 20020730. North American Industrial Classification System (NAICS) code 314110 applies to this procurement. The small business size standard is: 500 employees. FOB: Destination for delivery to Building #816, Tyndall AFB, FL 32403. The provisions at FAR 52.212-1 (10/00), Instructions to Offerors--Commercial Items, applies to this solicitation. The provisions at FAR 52.212-2 (1/99), Evaluation-- Commercial Items, applies to this solicitation. The clause at FAR 52.212-3 (7/02), Offeror Representations and Certifications -- Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.212-5 (5/02), Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-26 (4/02), Equal Opportunity; FAR 52.222-36 (6/98), Affirmative Action for Handicapped Workers.
