- The Range Instrumentation System Program Office (RISPO), Air Armament Center, Eglin AFB, Florida is interested in information relating to the following requirements for a potential Air Combat Training System (ACTS) to be located in an allied country: (1) Five Air Bases will contain pilot debriefing systems that are capable of monitoring air combat training missions in real-time, regenerating missions from data recorded in the pods, and replaying air combat training missions. These debriefing systems will utilize COTS Personal Computer hardware; (2) Each Air Base will be able to monitor missions in real-time that occur in within 65 nm of the Air Base; (3) Each Air Base will also be able to monitor missions in real-time that occur at a remote training range. To facilitate this requirement, microwave data link equipment would be required as part of the contract. Towers to mount microwave equipment already exist; (4) Each Air Base will be provided with 10 self-contained training pods. All pods will be capable of GPS position determination, will have data recording capability, will utilize pod-to-pod UHF data communications to facilitate rangeless air combat training missions. All data transmissions will be unclassified; (5) All debriefing systems will utilize ground-based differential corrections for positional accuracy; (6) The system will accommodate at least 24 mission participants; (7) The training pods will execute missile simulations (provided by the Government) and transmit results to the shooter aircraft. If the missile simulation results in a "kill," this information shall be transmitted to all mission participants; (8) The system will be capable of No-Drop Weapons Scoring; (9) As a minimum, the training pods will interface with F-16 and F-4 aircraft; (10) Three years of system operation and maintenance (O&M) support; (11) System Operations and Maintenance Training; and (12) Equipment delivery, installation, and checkout. Responses from both prime contractors and subcontractors are desired in order to gather information on the state of the art of the industry. Development and production cost/schedule planning information is desired in order to develop firm program requirements. Consideration should also be given to system lifecycle costs. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. This RFI is for planning purposes only and shall not be considered a Request For Proposal (RFP) or as an obligation on the part of the government to acquire any products or services. Your responses will be treated as informational only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the government's use of such information. The government reserves the right to reject, in whole or part, any contractor's input resulting from this RFI. This RFI does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this contemplated effort. The information you provide may be utilized by the Air Force in developing its acquisition strategy and in its Statement of Work/Statement of Objectives and performance specifications. The information resulting from this RFI may be used in one or more RFPs, which may be released to industry. Industry is encouraged to respond with information not constrained by proprietary data rights. However, if proprietary data is included in your reply, please mark it appropriately. Interested firms are requested to submit information outlining their capabilities and their approach within 30 days of the date of this RFI.
