Description
CONVERT DIESEL BUS TO COMPRESSED NATURAL GAS (CNG). 1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. 2) Solicitation F65501-02-TA027 is issued as a Request for Quotation (RFQ). 3) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-08. 4) This solicitation is UNRESTRICTED. The NAICS code is 811118; size standard: $6,000,000. 5) ITEM: Convert one (1) each Bluebird Bus to Compressed Natural Gas (CNG). Remove old diesel engine and install new engine, modify power train and other components required for compatibility to new engine/conversion to CNG. 6) DESCRIPTION OF REQUIREMENT: i) The contractor shall prove all labor, equipment, transportation, materials, tools, parts, and supplies (unless otherwise stated) required to convert a diesel bus to a dedicated compressed natural gas (CNG) fueled vehicle. The bus will be supplied by 3 TRANS/LGTM from their existing fleet. ii). The following are the details of the bus to be converted: Manufacturer: Blue Bird; Model: TCF3204; VIN: 1BAAGSCA8F081935; Engine Serial Number: 45646471; Engine Manufacturer: Cummins; Engine Size: ISB 190; Transmission: AT545, Serial #: 3210907580; GVWR: 30,000; Rear Axle Ratio: 4.44; Rear Axle #: 1565712; Rear Axle Differential #: H-R44CA103-4X; Cooling Package: Cooler Asy, Charge Air, Blackstone Part Number 1453232 Transmission: Cooler Assy, TRANS Oil, Modine, AT545, 6BT-TCFC, Part Number 1631050; Rear Tire Size: Tire, 10R22.5 LRG BS R250, Part Number 1595313 iii) The conversion will be accomplished within a 50-mile radius of Elmendorf AFB, Alaska or at the Elmendorf Vehicle Maintenance Facility. The Government will provide vehicle delivery and pickup. If the contractor decides to utilize the Government?s facility, the Government will provide adequate workspace and electricity to complete the conversion. The Contractor will be responsible for all other requirements to complete work. iv) The conversion requires replacing the existing diesel engine (Cummins ISB 190) with a Cummins 5.9G-230 dedicated CNG engine or equal. It is recommended that the replacement engine is a Cummins as it will not require modification of other bus components. The existing diesel engine will be returned to 3 TRANS/LGTM. v) The power train shall be fully integrated to support the new engine and allow the vehicle to meet or exceed the original equipment manufacture (OEM) specifications. vi) Converted bus must meet EPA Ultra Low Emission Vehicle certification requirements. Documentation of certification achievement must be provided upon completion of work. The fuel fill system must be 3600 PSI to match our existing CNG station. Fuel capacity of the converted bus must approximate 43 diesel gallon equivalents or 5,904 scf @ 3600 PSI/70o F. All work will be given a 2 year, unlimited miles warranty. 7) DELIVERY: FOB DESTINATION. See paragraph 6(iii) of this solicitation. 8) FAR 52.212-1 ? Instructions to Offerors?Commercial, applies to this acquisition. 9) FAR 52.212-2 ? Evaluation ? Commercial Items applies to this solicitation. Award will be made based on the lowest price/technically acceptable offer conforming to this solicitation. The government reserves the right to make award on the initial quote received without discussions. 10) Each offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items with Alternate 1 with the offer.
