Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. The Contract number is DAAH10-02-C -0064 and is issued using Alpha Contracting as a request for proposal (RFP). This contract and incorporated clauses are those in effect through Federal Acqui sition Circular 2001-08. North American Industry Classification System (NAICS) applicable to this solicitation is 334511. The size standard is 750. The Government intends to acquire the following: Support for the Digital Voice Recording System (DVRS), a critical aviation safety system that must be monitored and updated regularly in order to maintain the legal recording capability at the Air Traffic Control Towers Terminal Radar Approach Control and Air Route Traffic Control Center Facilities. Telephonic software assistance and software modifications will be provided. On-site support may be required and will be addressed when the requirement is indentified. Due to the proprietary nature of the software. The intended source of supply is Litton Advanced Systems, College Park, Maryland). The provision at 52.212-1, Instructions to Offerors?Commercial Items, applies to this acquisition without addenda. The provision at 52.212-2, Evaluation--Commercial Items, applies to this solicitation. The following fact ors will be used to evaluate offers: technical capability of the item offered to meet the Government requirement and price. Technical capability is paramount. Offerors shall include completed copy of the provision at 52.212-3, Offeror Representations an d Certifications ? Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions?Commercial Items, applies to this acquisition without addenda. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items, applies to this acquisition. The following optional clauses cited within 52.212-5 apply: FAR 52.203-6, Restrictions on Subcontractor Sales to the Government, Alternate I; 52.219-8, Utilization of Small Business Concer ns; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans; 52.222-36, Affirmative Action for Workers with Disabilit ies; 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans; 52.225-13, Restrictions on Certain Foreign Purchases; 52.232-33, Payment by Electronic Funds Transfer ? Central Contractor Registratio n. The clause at DFARS 252.212-7001 (DEV), Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Deviation), applies to this acquisition. The following additional clauses ap ply: 52.217-8 Option to Extend Services; 52.252-6 Authorized Deviations in Clauses. As previously noted, the intended source of supply is Litton Advanced Systems, College Park, Maryland Corporation. The DVRS software is proprietary to Litton Advanced Syst ems and the Government does not have technical data or software documentation to enable competition. All responsible sources may submit a proposal, which shall be considered. Proposals are due 30 August 2002, 4:00 p.m. local time.
