Description

NA This is a DRAFT REQUEST FOR PROPOSALS. A cost comparison study is being conducted of Installation Support Services at Fort Hunter Liggett, CA in accordance with the OMB Circular A-76, Performance of Commercial Activities. The entire base operations, enc ompassing approximately 140 spaces is under review. The Army is pursuing cost competition between civil service and NISH pre-qualified Non-Profit Agency. The Contracting Office at Fort McCoy anticipates the contract type will be a cost plus award fee. Co ntract term will consist of a phase-in period, a base year plus four option years. The North American Industry Classification System code is 56121 and the small business is $20 million annual average gross revenue of the concern for the last three fiscal years including Foreign and Domestic affiliates. Based on the results of the cost comparison the Government may elect to award a contract or to retain the functions in-house. The functions under study include 1) Directorate of Logistics (DOL), 2) Directo rate of Public Works (DPW), 3) Directorate of Information Management (DOIM), and 4) Plans and Training (DPT). Comments are encouraged from industry on all aspects of the draft, including the requirements, schedules, proposal instructions, and evaluation a pproaches. Industry is requested to identify commercial practices, any unnecessary or inefficient requirements, or any requirement that may constitute a barrier to a level playing field. Comments should be mailed electronically by 1630 hours 30 Aug 02 ra ther than 9 Aug 02 as indicated in the Draft RFP.
