Description
This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior (DOI) on behalf of the African Development Foundation (ADF). GovWorks/DOI intends to issue a requirement using Commercial Item Procedures (FAR 12.6) for ADF. This requirement is 100% set aside for small businesses. All offerors must be able to qualify under the North American Industry Classification System (NAICS) code 541618 (Other Management Consulting Services) size standard $5.0M. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. The following provisions and clauses apply to the acquisition: 1) 52.212-1, Instruction to Offerors-Commercial (Oct 2000); 2) 52.212-2, Evaluation-Commercial Items (JAN 1999); 3) 52.212-3, Offeror representations and Certifications-Commercial Items (MAY 2001); 4) 52.212-4, Contract Terms and Conditions-Commercial Items (MAY 2001); and 5) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAY 2001). Background: The African Development Foundation (ADF) operates an internal computer network to support the work of its headquarters staff. The network includes various servers, client computers, printers, firewalls, intrusion detection systems, offline storage devices, routers, switches and other devices and, in addition to internal operations, provides internet e-mail and internet connectivity to ADF. The internal network utilizes both Linux and various Microsoft operating systems and application software. Network integrity and reliability is critical to ADF's operations and E-mail and Internet connectivity is critical to ADF's ability to work with its partners and clients in various African countries. Duties and Responsibilities: The individual will have primary responsibility for administration and technical management of the Foundation's internal network and it's internet and e-mail connections, including security, operations, maintenance and quality assurance and for ensuring compliance with both the Foundation's internal policies as well as external requirements. In addition, the individual will advise management on any changes or improvements necessary to maintain and improve the efficiency and effectiveness of the Foundation's IT program. The individual will also advise the Foundation on and implement any changes or improvements necessary to maintain and improve the Foundation's ability to electronically connect to and work with its partners and clients throughout Africa. The individual will also provide help-desk support to the Foundation's HQ staff of 30 - 40. Qualifications and Skills: The individual must have significant experience in administering local area networks using Microsoft Small Business Server, Microsoft Exchange and similar software, knowledge of and experience in the Linux operating system and managing and configuring Linux-based firewalls, intrusion detection systems and servers, extensive knowledge of internet structure and protocols. Expert knowledge of and experience in network security issues and practices and ability to implement active and passive measures to defend the network against compromise or intrusion is required. The ability to provide day-to-day support to network clients on a regular and timely basis. The ability to work independently and to plan organize and manage technically complex work objectives is very important. Highly effective interpersonal skills are required as is ability to work with people from other cultures and regions. Terms of Performance: The individual shall perform the preceding services for a period of one year with one additional year at the option of the Foundation. The contractor will report to the President of the Foundation who will review and accept work products. Place of performance: 1400 Eye Street, Washington, D.C. Selection Factors: The contractor will be selected based on technical knowledge and experience in the areas mentioned above, experience in network management and help desk services, experience and knowledge of internet structure, protocols and connectivity issues, particularly with regard to the developing world, ability to work on specific projects in narrow and highly technical areas while keeping in mind overall management objectives, ability to communicate effectively and work with others. The Government's objective is to receive the highest quality contractor possible, at a realistic and reasonable cost. The Government's cost estimate for this firm fixed price contract is $65,000 - $75,000. However, cost will not be the primary factor in selecting the successful candidate. Four additional copies shall be submitted to Tom Coogan, African Development Foundation, 1400 Eye Street NW, Suite 1000, Washington, DC 20005.
