- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 13 and the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; quotes are being requested and A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number/RFQ N00244-02-T-1104 applies. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08 and DFAR Change Notices effective through 07/30/2002. IMPORTANT NOTICE: DFARS 252.204-7004 "Required Central Contractor Registration" applies to all solicitations issued on or after 06-01-98. Lack of registration in the CCR database will make quoters INELIGIBLE FOR AWARD. Please ensure compliance with this regulation when submitting your quote. This combined sol/synopsis is being issued on an unrestricted basis; all eligible, responsible sources may submit an offer. The standard industrial code is 7011, the NAICS code is 721199, and the business size standard is $6.0 MIL. The requirement is for Short Term temporary lodging, located within 6 miles of Los Angeles County USC Medical Center, 1200 N. State St. Los Angeles, CA 90033. Each unit shall be two bedroom and shall have two twin beds in each bedroom. Each unit shall include all furnishings, utilities, telephone service with local service only, cable, fully equipped kitchen with cookware, glassware, dinnerware, utensils, etc., color television and VCR, basic cleaning implements such as vacuum, broom/mop, etc., and iron and ironing board. All units must be equipped with washer/dryer or have laundr y facilities on premises. Maid service is not required. CLIN 0001 is for the period 1-30 September 2002 - Four (4) EA - two bedroom units to house 16 students are required. CLIN 0002 is for the period 7 October through 6 November 2002 - Four (4) EA two-bedroom units to house 16 students are required. CLIN 0002 will be awarded subject to the availability of funds. CLIN 0003, for six (6) EA two bed-room units to house 24 students, is for an option period covering 18 November through 17 December 2002, and may be awarded if determined necessary by the Government. All personnel must be housed at the same location. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies wi th the following clauses applicable for paragraph (b): DFARS 252.225-7001, Buy American Act and Balance of Payment Program; and DFARS 252.225-7012, Preference for Certain Domestic Commodities; FAR 52. 217-5, Evaluation of Offers - (1999) Variation, and FAR 52.232-18, Availability of Funds. OFFERORS ARE REQUIRED TO COMPLETE AND INCLUDE A COPY OF THE FOLLOWING PROVISIONS WITH THEIR QUOTE: FAR .212-3, Offeror Representation and Certifications - Commercial Items. The government intends to make a single award to the responsible offeror whose offer is the most advantageous to the government considering price and price-related fac tors. To be determined technically acceptable, the offeror must furnish product literature that demonstrates the products offered meet all requirements stated in the above purchase description for each item. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) Company's complete mailing and remittance addresses, discounts for prompt payment, if any (e.g. 1% 10 days), anticipated delivery / availability of product / s, the company's CAGE code, Dun & Bradstreet Number, and Taxpayer ID number. All FAR certifications and representations specified above must also accompany your quote. Quotes must be received no later than 3:00 PM, local time on Friday August 16, 2002, and will be accepted via fax (619-532-1088) or via e-mail (elizabeth_a_walker@sd.fisc.navy.mil).
