- STANDING PRICE QUOTE - NOT TO EXCEED ONE YEAR QUANTITIES ARE "ESTIMATES" GSA, FSS intends to establish a "not to exceed" one year Standing Price Quote (SPQ) for National Stock Number 5210 00 273 1948 - Carpenters Square. This NSN is listed below with a "estimated" one year quantity, the description and the procurement history. The estimates stated below are only "estimates" based on the last three years demand. The period of the Standing Price Quote will be on or about August 26, 2002, and could last for one month or up to one year - but will not exceed one year. This NSN is part of the GSA's Stock Program. All offers are to be FOB destination, with delivery in 30 days or less and a minimum order of $50.00. In addition to the clauses that accompany all purchase orders issued from GSA, the following clauses also apply; 552.225-70 Notice of Procurement Restriction - Hand or Measuring Tools (which states all items must be domestic made), D-FSS-475 Bar Coding, and 552.246-70 Source Inspection. Award will be based on responsiveness to this RFQ and the lowest price to the government. Please "note" a 2-year Requirements contract with 3 one-year options will be issued for this NSN in the very near future. Closing date for offers is August 23, 2002. 5210-00-273-1948 UI: EA, Estimated one-year quantity 1,500,rocurement History - Harmond Inc $6.38 - SQUARE, CARPENTERS: DESCRIPTIONThis technical description covers a one-piece carpenters, steel, parallel, 24 inch long square.Salient Characteristics: Carpenters' one-piece parallel steel square with a blued surface treatment. Parallel squares shall have tongues (blades) and bodies (beams) of equal thickness throughout. The square shall be of one-piece construction and shall consist of a body (beam) and tongue (blade). The edges shall be straight and parallel within 0.004 inch per each 12-inch length. The face and back shall be flat. Size and Tolerances. Length of body (beam) along the outside edge shall be 24 inches. Length of tongue (blade) along outside edge shall be 16 inches. Width of body (beam) shall be 2 inches plus or minus 1/32 inch. Width of tongue (blade) shall be 1-1/2 inches plus or minus 1/32 inch. Thickness of tongue (blade) and body (beam) shall be a minimum of 0.088 inch and a maximum of 0.100 inch. Graduation Lines & Style. Graduation lines shall be of uniform width and depth. The edges of graduation lines shall be sharp, straight, legible, and permanent. The maximum variation in width between like types of graduations and in the individual graduation shall be such that the maximum width shall not exceed the minimum width by more than 35 percent of the minimum width. Graduations shall extend to the reading edge. Graduations and figures shall be etched, machine cut, or embossed to a minimum depth of 0.0004 inch. Each figure shall be sunk below the plane of the face on which it appears. Inch and increment lines shall be from 0.008 to 0.020 inch in width. Graduations and figures shall conform to the following; Face body (beam) and tongue (blade) 1/16, 1/8 inches, Back body (beam) 1/12, 1/16 inch, back tongue (blade) 1/10, 1/12 inch. Tables, scales, and measures; Brace table, Octagon scale, Essex board measure, 100th scale. Inch Marking. Each inch of each edge of both faces (face and back) shall be marked to show the number of inches. The square shall have a reverse reading scale in the center of the face of the body unless a rafting table is required. Squareness Accuracy. The out-of-square error of either edge of the tongue with either edge of the body shall not exceed 0.006 inch per foot. Scale Accuracy. The accumulated error of graduation lines shall not exceed 1/32 per 12 inches. Instructions. A booklet shall be furnished with the square giving complete instructions and directions. Quality Assurance Provisions Product conformance - The product offered shall meet the salient characteristics of this technical description and conform to the producer's own drawings, specifications, standards, and quality assurance practices and be the same as the product offered for sale in the commercial marketplace. When specific quality assurance provisions are specified for any commercial characteristic the contractor shall maintain records resulting form his inspection(s) conducted in accordance with the specific assurance provisions. The government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided under the provisions of the contract. The government reserves the right to audit the contractor's quality assurance records. Market Acceptability - No item of equipment offered under this technical description shall be acceptable unless the manufacturer has marketed equipment of the same size and type in a commercial environment for a minimum period of one year. Equipment installed for test purposes in a manufacturer's plant or test laboratory shall not be considered as complying with this requirement. ITEM MARKING Each item (including all items within a set or kit) shall be marked with the manufacturer's name and identifying symbol, and the state or country of manufacture, unless otherwise specified. All marking shall be engraved, etched, molded, or indented. PACKAGING Six (6) items shall be preserved and packaged in a unit package designed to protect the item against damage during shipment, handling, and storage. PACKING The unit packages shall be packed in a close fitting fiberboard box in compliance with the Uniform Freight Classification and the National Motor Freight Classification requirements of Rules, Item 222, Sec. 3., Minimum 200 or ECT 32. MARKING All unit, intermediate, transport packages and unit loads shall be marked and bar coded for delivery to civilian activities in accordance with FED-STD-123G, dated June 6, 1997, or marked and bar coded for delivery to military activities in accordance with MIL-STD-129N, dated 15 May 1997, as applicable. PALLETIZATION Pallet Configuration: The pallets shall be 48-inch length x 40-inch width, general purpose, four-way entry, flush stringer, double-face non-reversible pallets. Pallet lumber used shall be bark free. Pallet Load Size: The load plus the pallet shall have a maximum height of 53 inches and shall not exceed 2500 pounds in weight. Pallet Load Configuration: The containers or items shall be placed in a suitable pattern to form a stable and balanced load. Palletized loads shall be secured to the pallet to insure that the load arrives intact. Stacking Strength: The pallet plus the load shall be capable of supporting three additional like loads without any product damage and without the load or the pallet collapsing. Vertical, horizontal, or filler reinforcement may be added as necessary to provide strength. Partial Palletized Loads: Less than one-half pallet loads shall not be used for stacking, unless load is balanced on pallet. The partial palletized load shall be used for top loading only.
