- NASA/GSFC plans to issue a Request for Quotation (RFQ)5-80843-0000-946 for seven each/windchill PDM package which includes foundation, PDM and WC product view, seven each/Info* engine access, one each/windchill workgroup mgr for pro/engineer, one each/windchill information modeler, one each/windchill maintenance and one each/to include: introduction to windchill, administer windchil workflow and windchill business environment, create and customize windchill applications. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from PTC, 1850 Centennial Park Drive, Reston, Virginia 20191 only. The PTC Windchill product licenses and training for use of the Space Launch Initiative (SLI) - Advanced Engineering Environment (AEE) application developed at LaRC and MSFC. GSFC is utilizing this SLI-AEE application within the Next Generation Space Telescope (NGST) project as a core element of the Integrated Modeling and Simulation Environment currently under development. As a required element to use the application already built, PTC is the only source from which to purchase the Windchill product elements. There are no other products or companies who can provide software or licenses which will enable the NGST to be able to leverage and apply the SLI-AEE application for its use. NGST's use of the SLI-AEE will leverage Millions of Dollars from research and development by LaRC and MSFC, at a dramatic savings to benefit the NGST project. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 27, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
