Description
Description This publication serves as a notice of intent to procure studies, on a sole source basis, with George Mason University (GMU)for a period of 9 months. The authority is only one reasonable source 10 U.S.C.2304?(1). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/HQ intends for George Mason University to continue to assist the Agency with studies to (1) facilitate environmental management and biodiversity conservation at its facilities; and (2) participate in the NASA/U.S. Environmental Protect Agency (EPA) Region III Memorandum of Agreement (MOA), and the federal Agencies Chesapeake Ecosystem Unified Plan (FACEUP). NASA is a formal partner to both agreements and each agreement creates a fundamental interagency forum for managing the Chesapeake Bay restoration initiative. Some of the proposed projects will examine resource management and biodiversity conservation on NASA facilities beginning with those in the Chesapeake Bay region: Goddard Space Flight Center (GSFC), Langley Research Center (LARC), and Wallops Flight Facility (WFF). The studies will involve data gathering and analysis followed by integration of the data into the NASA Geographic Information System (GIS) for environmental management. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 08/27/2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
