Description

NA See Note 22. The Defense Threat Reduction Agency (DTRA) has a requirement to the ongoing RF Circuit Protection Phenomenology Program by expanding the understanding of RF effects at the device and circuit level. Tasks to be accomplished include the followi ng: Update of the models in the RF Protection Design Guidelines to include: quasi-static aperture leakage, distributed systems, shielded cables, interface protection, chaos, additional device rectification effects, and transient responses. Modification of the JEM RF computer code to incorporate the new models added to the Design Guidelines. Modification of JEM RF to provide probability of effect estimates for selected systems in addition to the effect bounds included in Version 3 of JEM RF. DTRA intends to issue a modification to contract DTRA01-00-C-0126 on a non-competitive basis to Jaycor. The modification will extend the contract period of performance by 5 months. The statutory authority for other than full and open competition is 10 US C 2304(c)(1) implemented by Federal Acquisition Regulation 6.302-1 'only one responsible source and no other supplies or services will satisfy agency needs.'
