Description
The General Services Administration (GSA) intends to issue a Request For Proposal (RFP) for a negotiated Construction Management (CM) professional services contract to perform construction phase services, inspections, quality management, cost management, time management, reimbursable supplemental services, claims, testing, and miscellaneous services for the new construction and modernization of the U.S. Post Office/Courthouse in Little Rock, Arkansas. This will be a firm fixed price contract, subject to the availability of funds. The estimated construction cost is in the $56-$61 million dollar range. It is anticipated that the length of the contract may be 54-60 months. Construction start is expected to be in the December 2002 - January 2003 time frame. All work will be performed in accordance with GSA authorized and approved standards. This procurement is advertised on an unrestricted basis. The North American Industry Classification System (NAICS) Code for this procurement is 233320. The CM contract will have a fixed fee amount for standard services and an amount set-aside for reimbursable supplemental type services. The selection process will utilize source selection procedures in accordance with FAR 15. Pricing will be approximately equal to the technical evaluation factors. In response to this Presolicitation Notice, offerors must demonstrate successful experience as a Prime Construction Management (CM) professional service contractor performing the work as described above. Offerors shall submit printed information on 8.5 in x 11 in bounded format for three projects (maximum 4 pages per project) that they have completed within the last eight years addressing the following criteria: 1) one of the three projects shall meet, as a minimum, all of the following criteria: (a) project required coordination with occupied space in an existing building (150,000 GSF minimum) to maintain operations during construction; (b) project had noise and dust control requirements; (c) hazardous material abatement was part of the project; (d) project had a restricted site with limited space for material staging and required maintaining pedestrian and vehicular traffic flow around the site: (e) project must have been for a Federal, State or local court facility and (f) the total project construction cost at award was not less than $35 million: 2) the remaining two projects shall meet at least three of the criteria listed above (a-f). Additionally, offerors must submit a one-page letter of intent on company letterhead to include a statement of interest, DUNS number, and a copy of a valid business license. This information is due to the CO by close of business September 16, 2002. All correspondence in response to this announcement must clearly indicate the solicitation number GS-07P-02-UTC-0012. Each offeror will be evaluated for the quality and thoroughness of its qualification in response to this notice. Offerors meeting the above stated criteria will be issued a Request for Proposal (RFP) on or about October 1, 2002. The RFP will ask for the following criteria that will be evaluated and scored: (1) Key Personnel (30%); (2) Firm Experience (25%); (3) Past Performance (25%); and (4) CM Capabilities/Management Approach (20%). Proposals will be due 30 calendar days after issuance. The selected CM firm shall be required to establish a local presence, dedicated to this project, in Little Rock, Arkansas, within 30 days of contract award. This negotiated solicitation will be open to both large and small business professional firms. The professional firm (if not a small business concern), shall be required to present an acceptable Subcontracting Plan, pursuant to FAR 19.7, encompassing the following socioeconomic goals: Small Business (40%); Small Disadvantaged Business (8%); Woman-Owned Small Business (5%); HUBZone Small Business (2.5%); Service Disabled Veteran Owned Small Business (2%); and Veteran Owned Small Business (3%). Consideration is open to established, qualified firms licensed to perform professional services (FAR 22.1102), who currently have active, properly staffed offices within the continental United States (including subcontractors). All qualified responsible firms are encouraged to participate in this procurement. The Government will not recompense offerors for their proposals nor any costs to attend required interviews.
