Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is R33-7MN1-02 and is issued as a request for quotation (RFQ). The NAICS is 334516, business size 500 employees. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 01-08. The USDA, Agricultural Research Service, Dale Bumpers National Rice Research Center requests the procurement of one Automated Vision Image Analyzer "Name Brand or Equal" to the GrainCheck 312 Analyzer from Foss North America Inc. Our main goal is to develop rice varieties for use in conventional breeding programs that have grain qualities suitable for U. S. consumers. The U. S. market prefers a long, slender type grain whereas some other countries prefer a shorter, fatter grain. Since the variations in different varieties can be extremely small, accurate measurements are a must. Our current method consists of taking a pair of calipers and measuring the length, width and thickness of hundreds of grains of rice. A time consuming and difficult process. The rice analyzer will allow us to take hundreds of measurements quicker and more accurately. The analyzer will also allow us to detect impurities in our seed, such as two varieties being mixed together. Milling yields can be calculated. This information is extremely important to producers. Image analysis is used for rice grading. Rice is usually consumed as whole grain and typical characteristics such as shape, size, uniformity and color are important. The majority of rice consumed and preferred in the US is long grain. Image analysis is also used for assessment of rice quality. Broken kernels have to be minimized and the different rice qualities guarantee a maximum number of broken rice kernels. An image analyzer will help determine if the size of the grains that we are producing will be satisfactory for US consumers. Complete package will include grain analyzer, feeder belt for small grains, color video system, computer preloaded with software to include ability to analyze both broken kernels in milled long grain and brown long grain, monitor, accessory kit, and users manual. The contractor shall perform all delivery, set-up and training so that the Grain Analyzer is complete and ready to use. The Grain Analyzer shall be delivered to the USDA, Agricultural Research Service, Dale Bumpers National Rice Research Center, 2890 Hwy 130 E, Stuttgart, Arkansas, 72160. The Government "REQUIRES" delivery no later than 60 days after receipt of order, however, each offeror shall include their proposed delivery schedule as part of their quotation. Acceptance and FOB point are destination. In order to be considered for award offerors shall provide a quotation on company letterhead detailing the unit pricing; descriptive literature, brochures, and five references for the proposed equipment.
