- Description
- The Substance Abuse and Mental Health Services Administration (SAMHSA), Office of Applied Studies (OAS), intends to procure on an other than full and open competitive basis with Research Triangle Institute, 3040 Cornwallis Road, Research Triangle Park, NC 27709, for continuation of the National Survey on Drug Use and Health (NSDUH), to cover the 2004 survey year. The statutory authority is 10 USC 2304(C)(1), as implemented by FAR 6.302-1(a)(2)(ii), only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is considered to be available from only one source because of the lengthy lead time required to develop an adequate infrastructure for conducting a survey of the size and complexity of the NSDUH. As a result, SAMHSA has determined that award to any other source would likely require a significant learning period resulting in an unacceptable probability of failure, and resultant costs to the Government that are not expected to be recovered through competition. The purpose of the NSDUH is to provide current data on substance use prevalence for the U.S. population (aged 12 and older) and each state, and to issue reports on survey results. The survey sample will support annual direct estimates of prevalence for the nation, the eight (8) largest states, and model-based estimates for the remaining 42 states and the District of Columbia. The contractor will be required to: (1) provide sufficient numbers of interviewers (approximately 750) and interviewer supervisory staff to screen approximately 182,500 dwelling units and conduct 67,500 interviews, using computer assisted interviewing technology; (2) develop training procedures/materials and conduct training classes to maintain a sufficient field staff and satisfy survey fieldwork goals; (3) have the statistical expertise to (a) employ a 50-state sample design, with an independent, multi-stage area sample for each of the 50 states and the District of Columbia, and (b) employ small area estimation techniques in order to develop model-based estimates for the 42 smaller states and the District of Columbia; and (4) maintain a staff with sufficient technical writing and analytical skills to complete/support the contract tasking.
