Description
The U. S. Department of Housing and Urban Development (HUD) is issuing Request for Quotations (RFQ) Number R2RB0006 in support of the HUD Headquarters. Office of policy Development and Research (PD&R) . This procurement is for a fixed-price contract under Federal Acquisition Regulations (FAR), Simplified Acquisition Procedures (SAP) not to exceed $100,000. This research project identifies historical residential design and construction methods, materials, and means in the U.S. Southwest for the purpose of analyzing and verifying their soundness in terms of energy consumption, construct ability, and durability. In turn, this verification will be used to suggest ways in which housing can and may be built to the same specifications in the regions, particularly in those areas that are underserved in housing capacity like the US-Mexico Colonias. As such, the project creates a research publication and guide for community housing developers (both for-and non-profit), housing policy administrators, and other local design and construction professionals in order to promote vernacular and indigenous housing. It will serve both as a HUD research effort in its historical inquiry and engineering analysis, and as a dissemination tool for the local housing community. Specifically, this project is divided into four tasks ( See the Statement of Work in detail). The proposed Purchase Order is for the study to be completed within 12 months. This solicitation is set aside for small business concerns. The proposed contract is 100% set aside for small business concerns. The North American Industry Classification System (NAICS) Code is 541720, and the size standard is $6 million average annual sales for the last three years (See Number Note 1).
