Description
This announcement replaces RFP S-LMAQM-01-R-0006, dated March 15, 2001. The Department of State (DoS) has a requirement for overseas clerical, professional, and maintenance support services for the American Embassies in Moscow, Russia; the New Independent States (NIS); Beijing, China and other Asian posts. Award of a Time and Materials contract is anticipated. The Contractor will use security-cleared American personnel only for the positions under this requirement. In order to be eligible to perform under this contract, the successful offeror must possess or be able to obtain a Department of Defense (DoD) Secret facility clearance (FCL), issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DoD 5220.22-M. Specifically designated personnel assigned to this contract will be processed for Department of State (DoS) Top Secret personnel security clearances and will not be authorized to perform on the contract until the clearances are issued. All offerors will be required to comply with security requirements as detailed in the NISPOM and the Foreign Affairs Manual (FAM). If a selected offeror does not possess the necessary FCL, the Department of State will sponsor the firm for a Secret FCL. Sponsorship does not guarantee that the firm will receive the clearance. Other than sponsorship of the firm, the DoS assumes no responsibility for the clearance processing. A period of three calendar months from selection of the final offeror will be allowed for the successful offeror to obtain the necessary FCL. Firms that form joint ventures must also comply with the above FCL and personnel security clearance requirements. Award will be based on an evaluation of price and technical factors. A site visit will take place in early October 2002. In accordance with 12 FAM 573.3-2, all contractor personnel attending the site visit must have a current Final Secret personnel security clearance and be approved by the Bureau of Diplomatic Security. Contractors will have to provide certification of the clearances prior to the site visit. If the Bureau of Diplomatic Security cannot confirm the current status of the clearance, the proposed attendee will not be authorized to attend the site visit. Embassies and consulates served under this requirement are Moscow, St. Petersburg, Yekaterinburg, and Vladisvistok, Russia; Baku, Azerbaijan; Minsk, Belarus; Chisinau, Moldova; Ashgabat, Turkmenistan; Yerevan, Armenia; Beijing, Shanghai, and Guangzhou, China; and Hanoi, Vietnam.
